🩸 *THE QUALITY HEALTHCARE BILL: QUESTIONS THAT MUST BE ANSWERED* 🧪
As we engage with the ongoing conversation about the Quality Health Care and Patient Safety Bill, 2025, one cannot help but reflect deeply—and ask some critical questions.
We all agree on one thing: *over 70% of clinical decisions* are based on laboratory results. This makes Medical Laboratory Services the *cornerstone* of quality healthcare. Yet, how much has the Ministry of Health invested in strengthening this critical pillar? Very little. In fact, the few gains made in lab services over the years have largely been through donor support—not government commitment.
Meanwhile, Kenya continues to face an evolving and increasingly complex disease burden. New threats like *Antimicrobial Resistance (AMR* ) are rising. Early *detection of cancers,* especially at community level, remains weak. *Non-Communicable Diseases (NCDs)* such as diabetes—including pediatric diabetes—hypertension, and cardiovascular diseases are now major public health challenges. Our fight against *HIV, TB* , and *Malaria* is far from over.
At the same time, diseases we should have eliminated long ago— *measles, polio* , among others—still haunt our communities. These health challenges can only be managed effectively with a *robust* and *well-invested Laboratory system* .
Yet what have we seen?
In November 2023, *Medical Laboratory stakeholders* from across the country met in Nakuru and unanimously resolved that the Laboratory Services be elevated to a *full Directorate* within the Ministry of Health. This was a sound professional call. But instead of acting on it, the Ministry ignored it—worse still, the proposal was branded “ *dead on arrival.”* That was not just an administrative setback; it was a slap in the face of every Medical Laboratory Officer and the entire diagnostic workforce.
Why the hostility? Why the continued discrimination against Medical Laboratory Professionals despite their critical role in health outcomes?
More disturbing is the recent attempt to detach the *Division of National Laboratory Services* (DNLS) from the Ministry and merge it into a newly formed parastatal—the *Kenya National Public Health Institute* (KNPHI). This was not about efficiency or better service delivery. It was an attempt to hijack the gains of a professional unit and reduce it to a revenue-generating appendage for *bureaucratic control* .
We must ask: For how long will *Laboratory Services be viewed as a money-making tool instead of a public health* necessity?
The future of healthcare in Kenya lies in *evidence-based practice, early disease detection, preparedness for emerging threats, and accountability for quality services. All of this depends on one thing: a well-governed, well-resourced, and professionally respected Medical Laboratory System.*
We raise these questions because we care—not just about our profession, but about the millions of Kenyans who deserve accurate diagnosis, timely treatment, and dignified healthcare.

After donation, you will be given soda, bread, and biscuits. These, they claim, will restore blood loss and replenish energy.
The person telling you this is a highly learned Medical Laboratory Scientist, probably with a Masters degree in Haematology.
Yet, factually, we know that blood production is promoted by a hormone known as erythropoietin (EPO), which is found in the kidneys.
Once the blood levels go low, this hormone is secreted to stimulate red blood cell production from the bone marrow.
Also, factually, blood production is promoted by Vitamin B12, Iron, Folate, Heme, and Amino Acids.
Also, factually, the body releases immature red blood cells, known as reticulocytes, every day that roam the peripheral blood system to be converted into mature red blood cells so that the optimum blood levels are maintained.
Finally, factually, soda, bread, and biscuits do not have any nutrients that promote blood production or energy replacement.
The entire medical system is corrupt.
Take care of your health, hospitals will not.
