TheMany's NE candidate Hannah Hawkins confirmed the plan for whether data should be given to branches. They'll appoint "an officer to hold data for members", I assume a model similar to now where branches have their comms w membership mediated and controlled by central. To date, there are no reports of any branches being able to reach signed up members. Only IA has used that mailing list. All IA members are part of slate TM.
