Common sense prevailed.
The hospital says she's fit for discharge, provided someone can be with her all of the time in her care home to clear her airways, until she recovers fully.
This costs money, of course.
Money that @HWHCT_NHS, who oversee NHS Continual Healthcare, have just said they won't provide
I had hoped I wouldn't need to post this. I don't invade my sister's privacy lightly, but I have no choice.
This is the only thing I can do to help her.

She can't communicate and needs 24-hour care.
Her disability means her breathing's compromised.
