I don’t think “not guilty by reason of insanity” is the best way to describe someone who committed a crime while severely mentally ill.

It would make more sense to say “guilty by reason of insanity.”

They committed the act, but their mental state affected their ability to understand or control what they were doing. That should influence the punishment and treatment they receive and not change the fact that they committed the crime.
