We understand all of it.

Megalithic structures were constructed during a vapor canopy era. Every vapor canopy timeframe lasts 60 years. Each time the canopy returns, these megalithic structures are reactivated and humans return to them.

The creatures faces that are attached to the structure are reptiles that were living at that time.

The next vapor canopy returns in 2046. We will leave the "ice age" we're currently living through and the icecaps will instantly melt down. All land will once again be exposed. Like the 1587 Urbano Monte map you posted.
