One prototype that stood out and has been selected for further support is led by Sisters of Hope in Ayago Parish, Lira.
The area faces a high prevalence of teenage pregnancy combined with high illiteracy rates among the parents of these girls. In response, Sisters of Hope began advocacy work to create awareness on Sexual and Reproductive Health and Rights #SRHR. They sensitize both the girl child and boy child about sexuality to help reduce risks for both genders. Along the way, they also identified high rates and risks of malnutrition among children born to teenage mothers. To address this, they mobilized local resources—primarily through fundraising at their local church—to support the teenage mothers, starting with 5 households due to limited funds.
When Sisters of Hope co-convened the Local Leadership Labs (LLL) meeting in Northern Uganda, the process helped broaden their vision and strengthened the advocacy work already underway. This work against teenage pregnancy gained further momentum through a strategic partnership with Ayago Health Centre, a government facility.
Since 21 December last year, Sisters of Hope has successfully conducted two sensitization campaigns in partnership with the health centre on #SRHR issues for both the girl child and boy child. They are currently supporting over 50 survivors of Sexual and Gender-Based Violence #SGBV.
To promote and scale this work, #CAPAIDSUganda, as National Convener of the LLL Project, together with @CIVICUSalliance, has chosen to fund Sisters of Hope. The support will help address the rampant teenage pregnancies in Ayago and enable the pursuit of Income-Generating Activities IGAs for the affected households.

One critical area of discussion was the linkage local actors create between communities and government programmes such as PDM and UWEP. This has been identified as a key challenge across several regions and remains a strategic priority that local actors have been urged to address closely. While pursuing strategic partnerships, the Co-Conveners were also reminded of the growing need to build lasting relationships and strengthen their branding.

The conversation focused on how CAPAIDS is leveraging Local Leadership Labs activities to cascade information on the importance of LNAs completing the QUAM Plus assessment.

As a strong voice in Locally Led Development, CAPAIDS Uganda has actively shared Local Leadership Labs (LLL) findings with partners such as UNICEF Uganda and Uganda, while engaging other local and international actors to build strategic partnerships.
Key prototypes developed through the Labs include:
Education: Community-Led School Improvement Initiatives.
SRHR: Empowering Young Girls to Prevent Teenage Pregnancy and Improve Livelihoods (addressing high rates of teenage pregnancy).
Climate Justice.
Health: Locally led, community-managed health improvement systems designed to make services more accessible, accountable, and effective.
WASH: Increasing access to safe, reliable, and affordable water through community action and stakeholder support.
SGBV: Advancing local sustainable solutions that strengthen families and promote peace and wellbeing for men and women at the household level.
What we have learned is that the Local Leadership Labs provide a sustainable, safe platform for local and international intermediaries to collectively re-imagine, listen, learn, and unlearn from one another—co-creating solutions for transformative locally led development and scaling what works, rather than siloed efforts. #CAPAIDSUganda #LocalLeadershipLabs
