e.g. Responding to the statement "We shouldn't do 'x' in an attempt to achieve 'y'" by saying "well I guess you don't care about 'y'"
@romanhelmetguy More specifically, it occurs when criticism of the policy's efficacy is shouted down with allegations that anyone who criticizes the policy simply must not care about the people it purports to help - i.e. must not be empathetic.
