You can call it consequentialist, because it is part of the idea that the way you calculate and evaluate the consequences is just so that your will gets enforced.
Which is why they consider the future burden of raising the child, but not the future happiness of the child.
You really have to separate yourself from the idea that there is anything noble or sensible in people advocating for consequentialism, they are just bad people.
