CABINET DECISION
Date: 12 January 2026

The Council of Ministers of the Federal Republic of Somalia, acting in accordance with their constitutional powers and in defense of the country’s sovereignty, has adopted a decision to protect the unity, territorial integrity, and constitutional order of the state.

After carefully assessing recent developments and exercising their constitutional authority, the Council of Ministers has annulled all agreements concluded with the Government of the United Arab Emirates, including those involving government administrative entities, affiliated bodies, and regional administrations operating within the Federal Republic of Somalia. This decision applies to all agreements and cooperative arrangements related to the ports of Berbera, Bosaso, and Kismayo.

The Council of Ministers has also annulled all existing agreements between the Federal Government of Somalia and the Government of the United Arab Emirates, including bilateral security and defense cooperation agreements.

This decision is based on reports and compelling evidence concerning hostile actions that undermine the nation’s independence, national unity, and political sovereignty.

All such actions contravene the principles of sovereignty, non-interference, and respect for the constitutional order of the country, as enshrined in the Charter of the United Nations, the Constitutive Act of the African Union, the Charter of the Organization of Islamic Cooperation, and the Charter of the League of Arab States, all of which Somalia is a member. These actions also run contrary to the will of the Somali people, who have clearly expressed their rejection of hostile acts that threaten the country’s sovereignty and territorial unity.

Accordingly, the Ministry of Foreign Affairs is instructed to formally communicate these decisions to the Government of the United Arab Emirates and to coordinate their implementation. The Ministry shall also inform international and regional partners, including the African Union and the United Nations, while clearly asserting the country’s sovereign rights and constitutional authorities.

Through this decision, the Federal Republic of Somalia reaffirms its responsibility and sovereign rights concerning its territory, ports, security affairs, and foreign relations. The Federal Government of Somalia remains open to international cooperation based on mutual respect, recognition of Somalia’s unified sovereignty and independence, and adherence to constitutional and international principles.

This decision has been taken in accordance with the supreme national interest of the Federal Republic of Somalia.

The Commander of the Somali National Army Land Forces, Brigadier General Sahal Abdullahi Omar, has strongly condemned the brutal and inhumane killing and burning of the late Isaaq Da’ud Mohamed in Dundumaay, Wanlaweyn District, Lower Shabelle region.

شعبنا الأبي الصامد

في ملحمة بطولية خالدة، توجت قواتنا اليوم نجاحاتها بمحاور الخرطوم، حيث تمكنت من سحق شراذم مليشيا آل دقلو الإرهابية بمناطق وسط الخرطوم والسوق العربي ومباني القصر الجمهوري (رمز سيادة وكرامة الامة السودانية) والوزارات، دمرت قواتنا بفضل الله وتوفيقه أفراد ومعدات العدو تدميراً كاملاً واستولت على كميات كبيرة من معداته وأسلحته بالمناطق المذكورة.

نهدي شعبنا الصابر هذه الإنتصارات كما نؤكد مضينا قدماً بكل محاور القتال حتى يكتمل النصر بتطهير كل شبر من بلادنا من دنس المليشيا وأعوانها.

الجنة والخلود لشهداءنا الأبرار
وعاجل الشفاء للمصابين.
