Maharashtra SIR....
After I reached back from my travels today, around 11 am the local BLO visited us and handed over the notices pertaining to the electoral registration as per the rules for the mapping of electorate.

Out of us 4 voters, the notice was served for 3 except me, which was quite a surprise for all of us , so I asked the BLO about this. The question was whether the ECI has concluded that I as an individual doesn't exist??

To my surprise (rather a pleasant one), he said, "Sir, you had provided the roll details of your mother in the last SIR, so your name has automatically been registered in this list now".

Subsequent to his departure, we all sat together and discussed on the document list, of which one is required to be submitted on the hearing which is also mentioned in the notice; we find this notice is eloborate and is easy to follow.

I am assuming mostly the experience is the same.

with the official and he asked for relevant documentation.
A small chat with him opened my eyes: Behind the political noise is a massive operational reality: duplicate names, impossible age gaps in family records, and widespread non-response despite multiple deadline extensions of notices.

​If we care about democratic integrity, taking 30 minutes to fix our own election records is the bare minimum.

You can’t demand clean voter lists while refusing to show up when asked. There’s always two sides to the story.

अब मैं बता रहा हूँ। ये जो छापा है, ये क्या है? ये भाई, ये क्या है? इंडियन एक्सप्रेस में इसमें जो लिखा है वो कुछ भी सत्य नहीं है, मगर आज की खबर में जो लिखा है वो शत-प्रतिशत सत्य है।

मुख्य चुनाव आयुक्त को बर्खास्त करने के लिए... वो डिसेंट नोट नहीं था। आप लगातार बीच में डिस्टर्ब कर रहे हैं।

सुनिए, राष्ट्रपति और प्रधानमंत्री को पत्र लिखा गया था, मुख्य चुनाव आयुक्त के द्वारा, कि इनको बर्खास्त कर दिया जाए और उसमें बारह पॉइंट लिखे गए थे बर्खास्त करने के लिए।

बर्खास्त करने के बावजूद, भारत के इतिहास के संभवतः इकलौते चुनाव आयुक्त हैं, जो सेक्रेटरी गवर्नमेंट ऑफ इंडिया भी शायद नहीं रहे थे। जहाँ तक मुझे ध्यान है, वो सचिव भारत सरकार नहीं बने थे, मगर चुनाव आयुक्त बन गए थे।

अब दूसरी बात बताता हूँ, अभी ये क्या बोले? अगर आज की प्रेस कॉन्फ्रेंस में, मैं कह रहा हूँ खबर निकली इंडियन एक्सप्रेस में, प्रेस कॉन्फ्रेंस कांग्रेस ने क्यों की? अगर कांग्रेस प्रेस कॉन्फ्रेंस करेगी तो जवाब बीजेपी देगी। अन्यथा कांग्रेस को खबर के ऊपर प्रेस कॉन्फ्रेंस करनी थी तो सारी खबरें लिखीं...

दूसरी बात क्या बोले अभिषेक मनु सिंघवी जी, क्या 18 साल के वोटर से पूछा जा रहा है कि आपके माता-पिता या परिवार का कोई व्यक्ति पिछले वोटर लिस्ट में था?

मैं लाखों-करोड़ों दर्शकों से पूछता हूँ, ये पूछना गलत है क्या? अगर कोई 18 साल का व्यक्ति लिख रहा है कि मैं वोटर बनना चाहता हूँ और उसके माता-पिता या परिवार का कोई व्यक्ति पूर्व में वोटर लिस्ट में नहीं रहा है तो वो संदिग्ध है या नहीं? बोलिए हाँ या ना?

ऐसी मूर्खतापूर्ण बात नहीं करनी चाहिए कि 1960 के अनुसार चलेगा। भारत में पहला चुनाव 1952 में हुआ और वोटिंग की उम्र 21 साल थी तो 1974 तक तो कभी ये प्रश्न पूछने का औचित्य ही नहीं था कि जो फर्स्ट टाइम वोटर है उसके माता-पिता क्या वोटर लिस्ट में होंगे या नहीं।

और सारी की सारी घुसपैठ की समस्या 1980 के बाद हुई है। तो बिल्कुल मैं कहता हूँ कि शत-प्रतिशत सही है और आवश्यक है। यदि कोई 18 साल का व्यक्ति है और वो कह रहा है कि कोई जवाब ही नहीं दे पा रहा है कि मेरे परिवार में कोई व्यक्ति पूर्व में रहा है तो उसको ऐसा नहीं कि वोटर लिस्ट से बाहर कर दिया जाएगा, उसके बाद उसे कुछ कागज़ देने होंगे।

इस देश में उदाहरण हैं, 50 साल के लोग पहली बार वोटर बने, 60 साल के लोग पहली बार वोटर बने, 65 साल के... भाई साहब वो कहाँ से आए? और सब उन्हीं इलाकों में बने - धुबरी, बरपेटा, करीमगंज, मालदा, मुर्शिदाबाद, उन्हीं सब इलाकों में। इसीलिए साफ समझ में आता है कि घुसपैठियों के दम पर चुनाव जीतने का जो प्रयास था...

और फिर मैं एक बात कह देना चाहता हूँ, चुनाव आयोग बड़ा पक्षपाती काम करता है। एक लाइन और बोल दूँ चित्रा जी, चुनाव आयोग बहुत पक्षपाती काम करता है ना? अब एक लाइन सुनिए -

जम्मू-कश्मीर में अच्छा काम करता है, हिमाचल में अच्छा काम करता है, पंजाब में बहुत अच्छा काम करता है, हरियाणा में गड़बड़ कर देता है, फिर उत्तराखंड खराब कर देता है, राजस्थान में 2018 में अच्छा काम करता है, 23 में गड़बड़ कर देता है, मध्य प्रदेश में तो गड़बड़ी कर देता है, छत्तीसगढ़ में 18 में सही 23 में खराब, गुजरात लगातार खराब, महाराष्ट्र लगातार खराब, बंगाल अभी तक बहुत अच्छा काम कर रहा था, झारखंड बहुत अच्छा काम कर रहा था, हाँ तेलंगाना में तो शानदार काम करता है, आंध्र प्रदेश में ठीक काम करता है, कर्नाटक बहुत अच्छा काम करता है, तमिलनाडु बहुत अच्छा काम करता है, केरल बहुत अच्छा काम करता है, असम खराब कर देता है...

और मैं अंत में पूछना चाहता हूँ भाई साहब, केरल में नगर निगम के चुनाव तो प्रदेश सरकार के द्वारा हुए, प्रदेश के चुनाव आयोग से। त्रिवेंद्रम का नगर निगम हमने जीता, मैं देता हूँ अभय दुबे जी को ये बताएं क्या अंतर पाया गया जो केरल में लोकसभा के लिए था और जो नगर निगम के लिए था। बल्कि शशि थरूर का ऑन रिकॉर्ड दिया गया बयान है जिसमें वो कह रहे हैं कि केरल में कांग्रेस को फायदा हुआ क्योंकि कम्युनिस्ट पार्टी...

सचमुच #SIR सही है या ग़लत,इस मुद्दे पर बहस करने से पहले एक तथ्य जानिए।
बिहार में पिछले साल SIR के तहत मतदाता सूची शुद्धिकरण के दौरान 66-67 लाख वोटरों के नाम काटे गए।
फिर उन्हें अपील के लिए समय दिया गया।
इसमें से महज़ 33 हज़ार मतदाताओं ने अपील की और वोटर होने का दावा किया।
अगर SIR के तहत बिहार में लाखों मतदाताओं के नाम नाजायज तरीक़े से डिलीट कर दिए गए तो वे सब बाहर क्यों नहीं निकले ?
क्योंकि वे मतदाता या तो मर चुके थे,या उनका नाम दुबारा दर्ज हुआ था या वे कहीं और शिफ़्ट हो गए थे या बिना काग़ज़ात के अवैध घुसपैठिए थे।
इसलिए सुप्रीम कोर्ट की निगरानी में चल रही SIR की प्रक्रिया का विरोध करने से पहले तथ्यों की जाँच-पड़ताल कर लें।
