जो लोग 1971 की लड़ाई में इंदिरा गांधी की पीठ थपथपाते हैं उन लोगों को बेनजीर भुट्टो के पति आसिफ अली जरदारी का पाकिस्तान के संसद में दिया गया यह बयान जरूर पड़ना चाहिए।

जब पाकिस्तान के 90000 से ज्यादा सैनिक भारत की कैद में थे उनके तीन हजार से ज्यादा सैनिक अधिकारी हमारे हिरासत में थे... पाकिस्तान की सेना आत्मसमर्पण कर चुकी थी। भारतीय सेना सिंध के जिले थारपारकर को भारत में मिला शामिल कर चुकी थी और उसे गुजरात का एक नया जिला घोषित कर दिया गया था और मुजफ्फराबाद पार्लियामेंट पर तिरंगा झंडा फहरा दिया गया था।
जुल्फिकार अली भुट्टो जब इंदिरा गांधी से शिमला समझौता करने आए तब वह अपनी बेटी बेनजीर भुट्टो को भी साथ में लाए थे। जुल्फिकार अली भुट्टो अपनी बेटी को राजनीति सिखा रहे थे।
इंदिरा गांधी ने जुल्फिकार अली भुट्टो के सामने शर्त रखी, यदि आपको अपने 93000 सैनिक वापस चाहिए तब आप कश्मीर हमें दे दीजिए। जुल्फिकार अली भुट्टोने इंदिरा गांधी से कहा कि हम आपको कश्मीर नहीं देंगे। मैं कोई दस्तखत नहीं करूंगा आप यह 93000 सैनिकों को अपने पास ही रखो।
इंदिरा गांधी सपने में भी नहीं सोची थी कि जुल्फिकार अली भुट्टो उनसे भी बड़ा खिलाड़ी है वह जानता है की सीमाओं पर हारी गई युद्ध को टेबल पर कैसे जीता जाता है। इंदिरा गांधी की हालत ऐसी हो गई थी जैसे कोई रोजा रखने जाए और उसके गले नमाज पड़ जाए।
पुपुल जयकर और कुलदीप नैयर दोनों ने अपनी किताब में लिखा है इंदिरा गांधी उस मौके पर चूक गई और उनके और उनके सलाहकारों के पास कोई ऐसी कूटनीतिक ज्ञान नहीं था कि ऐसे में स्थिति को कैसे संभाला जाए। जिनेवा समझौते के तहत यदि कोई देश किसी युद्ध बंदी को पकड़ता है तब वह उसके डिग्निटी का पूरा ख्याल रखना होता है।
जुल्फिकार अली भुट्टो शाम को होटल में अपनी बेटी बेनजीर भुट्टो से कहा इस युद्ध में भारत की कमर टूट चुकी है। हमने पूरी बहादुरी से लड़ा भले ही हमने भारत की अर्थव्यवस्था को बहुत करारी चोट दी है। भारत पहले ही बांग्लादेशी शरणार्थियों का बोझ झेल चुका है। अब भारत 93000 पाकिस्तानी सैनिकों को कैसे पालेगा और अगर भारत 93000 पाकिस्तानी सैनिकों को अपने पास बसाना चाहता है तो बसाएं। और उन कायर सैनिकों को हम वापस लेकर भी क्या करेंगे, मैंने इंदिरा गांधी की हालत सांप के गले में पड़ी छछूंदर जैसी कर दी है।
और अंत में इंदिरा गांधी की हालत ऐसी हो गई जैसे कोई जूते भी खाए और प्याज भी खाए। इंदिरा गांधी ने कश्मीर भी पाकिस्तान को दे दिया 93000 सैनिक भी वापस कर दिए और अपने 56 सैनिकों को पाकिस्तान की जेलमें मरने को छोड़ दिया। और 8 महीने के बाद नोबेल पुरस्कार की इच्छा में भारत के गुजरात राज्य में शामिल जिला थारपारकर को ही पाकिस्तान को वापस कर दिया जबकि थारपारकर कि उस वक्त 98% आबादी हिंदू थी।
शिमला समझौते के बाद उस वक्त के सेना प्रमुख ने रिटायरमेंट के बाद जो किताब लिखी थी उसमें कहा था इस युद्ध को हमने लड़ाई के मैदान में तो जीत लिया लेकिन टेबल पर राजनेताओं ने भारत को हरा दिया।
ओर वो राजनेता इंदिरा गांधी थी।

• संयुक्त राष्ट्र के विपरीत, जहाँ प्रत्येक देश के पास एक समान मत होता है, IMF में मतदान अधिकार सदस्य देशों की आर्थिक स्थिति के अनुसार तय होते हैं। उदाहरण के लिए, अमेरिका जैसे देशों के पास असमान रूप से अधिक वोटिंग शेयर होता है

• सामान्यतः IMF निर्णय आम सहमति से लेता है। जब वोटिंग की ज़रूरत होती है, तो नियमों के तहत “ना” का विकल्प नहीं होता — निदेशक या तो पक्ष में वोट कर सकते हैं या फिर "अनुपस्थित (abstain)" रह सकते हैं
