1 lakh electors are untraceable.
7 lakh electors are registered at more than one place.

The EC must make these names public by uploading them on their website, rather than just sharing them with political parties.
If the EC can upload voter lists from the 2003 #Bihar #SIR , then they can certainly upload the names of these voters as well.
