When Will Portland Admit That Non-Enforcement Has Consequences?
When are Portlanders going to confront an uncomfortable reality: the policy of minimal enforcement over the past decade has played a major role in the city’s decline.
The recent arson at Elephants Delicatessen is not an isolated incident. It is one of many significant arsons over the past ten years tied to individuals cycling through our streets, our jails, and then back to the streets again in the same condition they were in when arrested.
The same pattern appears in other crimes that now define daily life in Portland.
Bicycle theft is a prime example. Portland consistently ranks among the worst cities in the country for stolen bikes, and the connection between theft rings and nearby encampments is no secret.
Anyone who walks past large camps can see the evidence: piles of bicycles in various stages of being dismantled.
Small businesses face a similar reality. Many storefronts have been broken into repeatedly — sometimes five, six, even eight times. In most cases the perpetrators are individuals living in nearby camps or operating within a short bike ride of them. Yet meaningful consequences rarely follow.
Perhaps the most disturbing failure of leadership involves the refusal to remove camps from extremely dangerous locations along our highways.
These areas are clearly marked “No Trespassing” for a reason: they are designed to prevent pedestrians from being killed by high-speed traffic.
The consequences have been tragic. When vehicle-pedestrian deaths surged in 2021, people listed as having “domicile unknown” — meaning homeless — accounted for roughly 70 percent of the fatalities that year. In the years since, they have consistently represented half or more of those killed.
Yet city and county leaders still refuse to enforce the most basic safety rule: people cannot live in highway rights-of-way. Arresting someone for trespassing in these areas would not only save lives — it would spare innocent drivers the lifelong trauma of striking someone who should never have been there in the first place.
Violence has also followed the same pattern of neglect.
Portland has witnessed a series of brutal attacks involving individuals suffering from severe mental illness who had already cycled through the justice system. One of the most horrifying involved the killing of 73-year-old Dolores Leon‑Zarate, murdered by a mentally unstable attacker who had been released only days after another nearly fatal assault on Mary Constantinople.
These incidents are not representative of every homeless person, but pretending the problem does not exist helps no one — least of all those living on the streets.
The first responsibility of any government is to protect the lives and property of its citizens. On that basic duty, Portland’s leadership over the past decade has failed.
Those of us who have actually worked with the homeless need to speak honestly about what we see. Many people on the street are deeply ill, addicted, or both.
Leaving them in tents along highways, in parks, and outside people’s homes is not compassion — it is abandonment.
We must also be honest about the small but dangerous group of individuals within that population who repeatedly victimize innocent people. Their actions have created enormous harm for residents, businesses, and vulnerable people living on the streets themselves.
Portland was built over more than 150 years by people who believed in civic responsibility, public order, and compassion grounded in reality.
The city we see today — where violence, disorder, and open-air camps dominate the landscape — is not inevitable. It is the result of policy choices.
And it will remain this way until Portlanders are willing to confront those choices and demand something different.
