Accountant-general: PFIPC has no CBN account, received no funds
The office of the accountant-general of the federation (OAGF) says the presidential foreign intervention promotion council (PFIPC) has no operational account with the Central Bank of Nigeria (CBN).
TheCable reported that the federal government granted a waiver to the controversial PFIPC to recruit 300 members of staff in August 2025.
A review of the 2026 Appropriation Act also indicates that the Presidential Economic Advisory Council/Presidential Foreign Intervention Promotion Council is expressly listed under the presidency, with a total budget of N1,302,978,784.
The allocation includes N802,978,783 for personnel costs, N200,000,001 for overhead expenditure and N300,000,000 for capital projects.
‘NO KOBO HAS BEEN RELEASED’
Responding during the weekend, Bawa Mokwa, director of public relations at the OAGF, noted that neither public funds nor salaries have been paid to the organisation.
Mokwa noted that although an application was made to open a CBN account, the process was never completed because the required documentation to activate the account was not submitted.
“You cannot open an account at the CBN without authorization from the Accountant General. The accountant general will authorise them to open an account at the CBN,” Mokwa said.
He pointed out that Adeniyi Adeyemi, the convener, approached the OAGF and presented an appointment letter, but alleged that the document related to an already existing agency rather than the PFIPC.
Mokwa said that the account-opening process began based on the document that was presented, but the account could not become operational because the names of the officials expected to serve as account signatories were never provided.
He said there was no channel through which the office of the accountant-general could release government funds to the agency due to the absence of an operational account.
He said the agency did not receive any budgetary allocation from the federal government.
“The account, till today, has not seen the light of day. It has not seen one kobo because the account is not completely operational,” Mokwa said.
“That portrays that he has not collected a dime. The AGF has not released a dime to him because they don’t even have a place where the money can be paid.”
He claimed that the agency did not receive any budgetary allocation from the federal government.
He noted that the council funding is expected to operate under the 2026 budget and has not yet reached the stage where it can receive government funding.
The director, however, denied reports that salaries had been paid to workers of the agency, saying it had not recruited any staff through the procedures required for federal establishments.
“Based on our knowledge, he has not employed anybody.”
Mokwa explained that before any federal agency can recruit workers and place them on the government payroll, it must first obtain the necessary approvals from the Federal Character Commission (FCC), the Budget Office and the Federal Civil Service Commission (FCSC).
He noted that after approval is granted can names of employees be submitted to the office of the accountant general for enrollment on the federal payroll and payment of salaries.
“If they give you a waiver for 200 people, you take the waiver to these agencies and then present the papers to the accountant general,” Mokwa explained.
“He cannot capture even one name without those approvals because once they are captured, payment will come from the budget.”
Mokwa added that none of those requirements had been completed.

Yes, you can forge an appointment letter and claim that you are a DG but appointment letters are signed by the SGF not the COS. Who allegedly issued his appointment letter or what signature is his allegedly forged appointment letter showing?
Someone higher than a DG must ask that you be allocated office space in the Federal Secretariat. Who made that request?
Someone higher than a DG must write asking that you be given an alleged take-off grant. You cannot yourself write to the Budget Office and the Office of the Accountant General that you should be given a take-off grant. Who allegedly wrote?
How did the agency get into the budget?
Usually, you will go for budget defence as part of a cohort. In this case, it will probably be as part of the State House cohort. Who defended or coordinated the defence of the budget estimates before the National Assembly before they were appropriated?
Did the guy earn a salary in the more than one year he was there? If so, who documented him and asked that he be paid?
With which money was the guy running the office for more than one year if nothing was allegedly released?
Who allegedly wrote to the CBN asking them to open an account for the ‘Council’? The ‘Council’ cannot just walk into CBN and ask to open an account, as if it’s a commercial bank looking for customers.
Who allegedly approved the ‘Council’s’ manning levels and who allegedly approved the waiver to recruit 300 staff?
Was the guy allegedly really that good? Or were there egregious failings at multiple points in the system?
These questions and more are often met with deafening silence. Everyone sighs heavily and uses the ubiquitous expression “Na waa.” Me sef, I sigh heavily and answer “Na real waa!”
This is a case of the proverbial tse tse that has landed on the scrotum. Leave it and it will cause sickness and pain. Swat it and it will cause pain because of its location.
Anyhow you look at it, there are questions begging for answers. And whatever the answers will be, they will not be good.
Still, I hope that there’ll be some answers soon…for the sake of our public administration system.

Just randomly remembered the first patient I ever had with testicular torsion.
He was a university student. He came in three days after the pain started.

Me: Sir, I've already discharged him based on what my chief said.
He just looked at us and said,
"Go and find him."

I searched his folder. The number didn't go through. Called his next of kin, his mum. She told me he was on campus.
I went to his university.
Found the president of his department's association, explained to him and he helped find the class rep for his level
He knew the patient but not his address. He called friends. One friend called another. Five calls later, we had an address.
I went there. Picked him up. Brought him back.
Five hours in total. The theatre was already prepared.
Sadly, the testis was already gangrenous and had to be removed. But operating still mattered because it reduced the risk of complications in the remaining testis.
As far as torsion is concerned, time is the organ. Every hour matters.
Maybe that's part of why I chose surgery. The ability to make a difference in patient's lives and go the extra miles for them.
Worsening Leadership Crisis in the Country Now Evident
The ultimate cost of uncompassionate leadership, as evident in the country today, is turning citizens’ frustration into deep, volatile resentment. It is even more traumatising when the leader presiding over that collapse demonstrates clear incapacity and a lack of compassion.
The government and people of Oyo State, more than 50 days after the abduction of the schoolchildren without any tangible effort toward their rescue, should rightly feel bitter and abandoned.
Since this unfortunate incident, I have spoken publicly about it twice, including appealing directly to the kidnappers to release the children. I also called the Governor twice to assure him of my solidarity, understanding that this issue is not just an Oyo problem but a Nigerian tragedy.
On Friday, July 3, I decided to travel to Ibadan with Prof. Pat Utomi to express solidarity with the Governor, as more than 50 days had elapsed without the rescue of the children and with numerous others still being held captive across the country.
During our two-hour meeting, I shared my experience in addressing insecurity as Governor of Anambra State. I recalled how President Olusegun Obasanjo, and later Presidents Umaru Musa Yar’Adua and Goodluck Jonathan, would personally call us several times whenever we faced major security challenges.
But, to my utmost shock, I discovered that, contrary to my assumption that they had been in regular communication over the matter, Governor Seyi Makinde had not received a single call from President Bola Tinubu.
I remember the only case of a school kidnapping during President Goodluck Jonathan’s era - the Chibok girls. It drew local and international attention. Even though the security agencies provided almost daily updates on their efforts, Nigerians and the rest of the world were outraged that it took President Jonathan over two weeks to call the then State chief Executive.
I vividly recall that the current President, Bola Tinubu, led a team of vocal critics who called for President Jonathan’s immediate resignation over the incident, citing his delay in calling the state governor. That call for IMMEDIATE RESIGNATION should actually be the case in this matter.
Today, under President Tinubu, there have been more than 13 school kidnappings, yet the President has found it difficult to call the affected state’s chief executive after more than 50 days (over 7 weeks). This is outrageous. I suspect the same may also have been the case in other school kidnapping incidents.
I cannot imagine any issue more important than the lives of our kidnapped children, their teachers, and the many other Nigerians being held captive across the country. It is now an indisputable fact that governance has completely collapsed under this administration.
The situation reflects a total lack of capacity and compassion, compounded by glaring insensitivity.
Amid such an apparent display of incompetence, the President should either resign or, at the very least, abstain from seeking re-election for the sake of our dear country. This call is patriotic, not political. A new Nigeria is POssible. -PO

Nigeria's children deserve better than tribal propaganda. They deserve fairness.

Grand Corruption: Nigeria’s Greatest Threat.
The recent report from the IMF consultation further raises concerns about the scale of grand corruption under the Tinubu government. The IMF now reveals that about N8.83 trillion in expenditure undertaken in 2025 is not reflected in the budget. This expenditure is not budgeted and is therefore not under legislative oversight or administrative scrutiny. This is horrible.
N8.83 trillion is as follows:
1.About 2% of our GDP.
2.Over 35% of Nigeria’s 2025 N23.96 trillion capital project budget. In fact, the amount is more than the actual released capital funding for 2025.

If such an amount is properly used and accounted for, it could transform Nigeria’s public health and education sectors. It could create hundreds of cottage industries that can provide jobs for thousands of graduates and build a solid foundation for economic development. But we cannot account for it. This is not an isolated incident.
This is a pattern of grand corruption that has become part of this administration.
We have a lot to worry about regarding the state of corruption under President Tinubu. The sort of corruption that is ingrained in total disregard of elementary rules of public finance management poses a grave danger to national security and the stability of the Nigerian state. The capture of the Nigerian state and the plunder of its resources are actions that undermine the basis of state stability and deepen poverty and state failure.
This recent revelation proves that the APC government is grossly corrupt, incompetent, and insensitive. With the growing poverty and the urgent need for significant upgrades to social and physical infrastructure, a responsible and responsive government would ensure that N8.83 trillion is prudently utilised to address these gaps. But not the Tinubu administration.
A few days ago, I called on President Tinubu to resign from office for incompetence, lack of capacity, lack of compassion, and failure to improve on his campaign promises. Some people thought perhaps the call was excessive. But with the daily revelations of pervasive corruption in this administration and its total lack of commitment to the welfare and security of Nigerian citizens, the only reasonable action is for President Tinubu to resign from office. The collapse of elementary forms of due process under Tinubu and the increased evidence of rampant looting of Nigerian public finances reinforce the need for greater accountability. It is now time for Nigerian citizens to rise within the law and hold this administration to account.
