There is no way this could've happened for coal (which is a huge industry) overnight. Phasing out a whole energy sector takes planning. The end of coal will come but it'll take time.

Of course foreign countries have to treat their citizens well and it's not the US' job to fix their system, but it is in the interest of the US to reduce factors leading to migration.
