For legacy reasons, a huge amount of public services are carried out by "NGO's" - mainly organisations like St John of Gods, Daughters of Charity (Avista), Brothers of Charity (Corlann), etc.

The majority are Catholic lay organisations, & based on the Subsidiarity principle.
Reducing NGO funds by 50% would just mean moving the money to HSE/state & reducing catholic ethos
