A shutdown is not a bug of Republican governance, it is a feature.
They and Trump a) rescinded DACA, & b) allowed CHIP to expire, to force this showdown. For political gain. Then they sabotaged their own plans to fix it, blamed Democrats, walked away.
It's that simple.

Last night Democrats were all willing to do a VERY short term CR (1-3) days with no additional demands or conditions - just to keep the United States government and the negotiations open. We tried to do that with a Unanimous Consent Request and it was blocked.
We were quite close to an agreement last night, but the lack of clarity from the White House was the main problem. Senate R’s do not want to move legislation without POTUS approval. But getting clarity on the administration position is like trying to nail jello to the wall.
