🇺🇬🌍 Uganda’s three-day high-level engagement with the African Union Commission on the CAADP Kampala Declaration and CAADP Strategy & Action Plan 2026–2035 concluded with a shared commitment to accelerate implementation. The engagement brought together Government, the @_AfricanUnion Commission, development partners, financial institutions, researchers, farmers’ organisations and the private sector around one central objective: turning agricultural potential into measurable development results.

The engagement also reinforced the importance of regional integration and Economic & Commercial Diplomacy in opening markets, attracting investment, building partnerships and positioning Uganda’s products within African and global value chains. The delegation concluded Day One with a field visit to the @NARO_NaCRRI, where it was received by Dr. Titus Alicai, Director of the National Crop Resources Research Institute (NaCRRI), Namulonge, and the National Livestock Resources Research Institute (NaLIRRI), Nakyesasa. On this auspicious day, I was pleased to officially open the African Union High-Level Country Engagement Mission in Kampala, Uganda 🇺🇬 , convened to support the operationalization and acceleration of the #CAADP Kampala Agenda.

Uganda’s commitment to transforming its agrifood systems is evident in the leadership, expertise and partnerships brought together through this mission. Following the strategic discussions of the Inter-Ministerial Session and our engagement with the National Agricultural Research Organisation @narouganda , our focus now turns to translating the Kampala CAADP commitments into practical actions, investments and measurable results.

The CAADP agenda provides Africa with an ambitious framework to build resilient, inclusive, sustainable and competitive agrifood systems. For Uganda, this means accelerating productivity, strengthening food and nutrition security, building climate resilience, mobilising investment, advancing research and innovation, and creating opportunities for women and young people.

As the African Union Commission (@_AfricanUnion), we remain committed to working closely with Member States to move from commitments to implementation, and from implementation to impact.

I look forward to the technical deliberations generating concrete recommendations and scalable solutions that can accelerate Uganda’s agricultural transformation and contribute to the broader aspirations of CAADP and Agenda 2063.

As part of my high-level country engagement mission on the implementation of the CAADP Kampala Agenda, I had the opportunity to visit the National Crop Resources Research Institute (NaCRRI) in Namulonge and the National Agricultural Research Organization @narouganda , in Entebbe, Uganda 🇺🇬 @MAAIF_Uganda ,

I was impressed by the level of dedication, expertise ,practical work and consideration for human consumption that is taking place at both institutions to advance agricultural research, innovation and productivity. The field observations also offered valuable insights into the practical challenges that must be addressed if we are to translate our continental commitments into meaningful results on the ground.

These visits reinforced my conviction that Africa’s agricultural transformation must be driven by research, innovation and solutions that respond directly to the realities of our farmers and livestock producers.

The CAADP Kampala Agenda is about turning commitments into action and these engagements reminded me of the importance of connecting policy with what is happening in the field.

The CAADP Strategy and Action Plan 2026-2035 provides us with a clear roadmap to harness these opportunities and address existing challenges through a transformative agrifood systems approach. It calls upon all Member States to strengthen sustainable food production, accelerate agro-industrialization, mobilize investments, improve nutrition outcomes, enhance resilience, promote inclusion, and strengthen accountability and governance systems. Our greatest challenge today is therefore not policy formulation. Our greatest challenge is implementation.

✅️ We must move from plans to investments.

✅️ We must move from aspirations to measurable results.

✅️ We must ensure that the Kampala Declaration becomes a living framework that delivers tangible benefits to farmers, pastoralists, fishers, agripreneurs, women, and youth across the continent

Uganda hosted Day One of the AU High-Level Country Engagement Mission on accelerating implementation of the CAADP Kampala Declaration and Strategy & Action Plan 2026–2035. The engagement brought together AU leadership and senior Ugandan officials to advance practical action on food security, agro-industrialisation, investment, trade, research, innovation and regional cooperation.

Led by H.E. @MosesVilakati, the @_AfricanUnion delegation also engaged Uganda’s regional cooperation leadership and visited NARO research facilities at Namulonge and Nakyesasa, highlighting opportunities for stronger partnerships in agricultural research, technology transfer and commercialisation. Representing H.E. @Rotengo2, Minister Counsellor @MargaretKafeero accompanied the delegation, underscoring the Embassy’s continued support for stronger Uganda–AU cooperation and the positioning of Uganda’s productive sectors within continental and international markets. This morning, I joined the Inter-Ministerial Session on the implementation of the Kampala CAADP Declaration and the CAADP Strategy and Action Plan 2026–2035.

The adoption of the Kampala Declaration marked an important milestone for Africa’s agrifood systems transformation. But declarations alone do not transform agriculture or improve livelihoods. Our greatest challenge now is implementation.

Through "100-Day Rolling Action Plan", we are working to accelerate delivery around key priorities including agricultural production and productivity, climate resilience, youth employment and innovation, the Blue Economy, including fisheries and aquaculture, investment and resource mobilization, and stronger accountability and results management.

The transformation of Africa’s agrifood systems requires a whole-of-government and whole-of-society approach. Working together, we must turn continental commitments into national action and measurable outcomes for our farmers, pastoralists, fishers, women, youth and agripreneurs.

The time for implementation is now.

This week, I am in Kampala, Uganda, leading an @_AfricanUnion African Union Commission High-Level Country Engagement Mission to support the operationalisation and acceleration of the #CAADP Kampala Agenda.

The mission brings together government, development partners, the private sector, research institutions, farmers’ organisations and other key stakeholders to translate the Kampala Declaration into concrete, scalable and results-oriented actions for Uganda’s agrifood systems.

From high-level political engagement and field visits to stakeholder consultations and technical working sessions, we will focus on identifying priorities, addressing bottlenecks, mobilising investment and developing a joint Uganda CAADP Kampala Priority Action Matrix with clear responsibilities, timelines and measurable results.

The goal is clear: move from commitments to implementation, and from plans to results for Africa’s food systems.
