to slaughter civilians and terrorize the Democratic Republic of Congo (DRC).
Global Kidnappings: In 2020, the regime brazenly targeted U.S. permanent resident and Hotel Rwanda hero Paul Rusesabagina, spying on him on U.S. soil before luring him abroad to be kidnapped and thrown into a Kigali prison. Similar state-sponsored abductions have targeted refugees in Uganda and Mozambique.
Assassination & Poisoning Networks: From the brutal murders of dissidents in Kenya and South Africa, to highly suspicious, sudden deaths and poisonings of critics living in the USA, Europe, and across Africa Kagame’s reach of terror is borderless.

The Enemy Within: Embassy-Directed Espionage
How is this happening inside the United States?
Rwandan operatives gain entry as "refugees," blend into the diaspora, and coordinate directly with the Rwandan Embassy.
These operatives actively participate in state-sponsored events like "Rwanda Day" to compile blacklists of dissidents, monitor local communities, and report directly to Rwandan intelligence.
Legitimate refugees who escaped torture in Rwanda are now finding their abusers living in their own American neighborhoods.

By using fraudulent identities and posing as persecuted Hutu refugees, active and former Rwandan military personnel have successfully bypassed U.S. vetting processes to embed themselves on American soil.
This isn't just immigration fraud; it is a calculated, state-sponsored infiltration campaign.
Kigali is exploiting our humanitarian generosity to establish a network of military-trained assets inside the United States. Their primary target? The Rwandan dissident diaspora—innocent activists, journalists, and refugees who fled to America seeking safety, only to be hunted, monitored, and intimidated by operatives of the very regime they escaped.
This is a textbook example of transnational repression. Furthermore, look at Rwanda’s broader track record: financing violent proxy groups like M23 to terrorize civilians regionally, executing extrajudicial kidnappings globally, and weaponizing international police networks to silence critics. The behavior mirrors that of a state sponsor of terror.
We are calling on Secretary of State Marco Rubio and the Department of State to take immediate, decisive action:
-Launch an immediate interagency audit (DHS, DNI, State) of all Rwandan asylum applications from the past decade to root out these embedded foreign military assets.
-Initiate a formal review into the Rwandan government’s asymmetric operations to evaluate severe diplomatic sanctions and terror-infrastructure designations.
-Freeze all security assistance and military aid to Kigali until a thorough, transparent investigation is complete.
-Drastically increase federal protection for the Rwandan-American dissident community currently facing state-sanctioned harassment.
The United States cannot allow its refugee framework to be transformed into a Trojan Horse for foreign autocrats. We must protect our sovereignty and dismantle these covert networks immediately.

Graham's death represents a massive strategic loss for Paul Kagame aligns closely with the political reality in Washington.
For years, Graham served as a legislative and diplomatic "bouclier" (shield) for Rwanda.
He successfully counterbalanced growing, bipartisan anger within Congress and the State Department over the worsening humanitarian crisis and mass displacements in the eastern DRC.
His sudden absence fundamentally alters this dynamic:
Loss of Diplomatic Protection: Without Graham’s personal intervention, phone calls, and political maneuvering, the Rwandan government loses its direct line of defense in the U.S. Senate.
Acceleration of Sanctions: Even shortly before Graham's passing, the U.S. Treasury Department had begun moving forward with targeted sanctions against top Rwandan military brass for "actively supporting, training, and fighting" alongside M23. Without Graham there to hold back the floodgates, Washington is expected to face much less resistance in applying heavier, wider economic pressure on Kigali. 
Potential for Militia Withdrawal: As Western financial and political pressure intensifies without Graham to mitigate it, the cost for Kagame to maintain military operations or proxy forces within the DRC will rise dramatically.
