குற்றவாளி யார் என்றாலும் சட்டத்தின் முன் பதில் சொல்ல வேண்டிய நிலையை உருவாக்கியிருக்கிறது காவல்துறை.

ஒரு காலத்தில் வழக்குகள் ஆண்டுக்கணக்கில் கிடப்பில் போடப்பட்டன. இன்று குறுகிய காலத்தில் விசாரணை நடத்தி நீதிமன்றத்தில் குற்றப்பத்திரிகை தாக்கல் செய்யும் அளவுக்கு நிர்வாகம் செயல்படுகிறது.

சட்டம் தனது கடமையைச் செய்யும்போது சிலருக்கு அரசியல் பழிவாங்கல் போல தெரியும். ஆனால் மக்களுக்கு அது நீதியின் வேகம்.

தமிழ்நாட்டின் மீது மத்திய பாஜக அரசின் பாரபட்சம் நாளுக்கு நாள் அதிகரித்துக் கொண்டே செல்கிறது.

மகாத்மா காந்தி தேசிய ஊரக வேலை உறுதித் திட்டம் (MGNREGS) என்பது கிராமப்புற ஏழை மற்றும் நடுத்தர மக்களின் வாழ்வாதாரத்தை பாதுகாக்கும் முக்கிய திட்டமாகும். ஆனால் இந்தத் திட்டத்தில்கூட தமிழ்நாடு தொடர்ந்து புறக்கணிக்கப்படுவது வேதனைக்குரியது.

2022–23 ஆம் ஆண்டில் தமிழ்நாட்டிற்கு ₹9,743 கோடி வழங்கிய மத்திய அரசு, அடுத்தடுத்த ஆண்டுகளில் ஒதுக்கீட்டைக் குறைத்து, 2025–26 ஆம் ஆண்டில் வெறும் ₹7,585 கோடி மட்டுமே ஒதுக்கியுள்ளது. அதாவது மூன்று ஆண்டுகளில் ₹2,000 கோடிக்கும் அதிகமான குறைப்பு.

இதுவே போதாதென்று புதிய VB-GRAM சட்டத்தின் மூலம் மேலும் ஒரு அநீதியை தமிழ்நாட்டின் மீது திணித்துள்ளது. மத்திய அரசு வழங்கும் ₹7,585 கோடியைப் பயன்படுத்தவே தமிழ்நாடு தனது சொந்த நிதியில் இருந்து ₹5,056 கோடி பங்களிக்க வேண்டும் என்ற புதிய நிபந்தனை விதிக்கப்பட்டுள்ளது.

இதுவரை இந்தத் திட்டத்திற்கு மாநில அரசு சுமார் ₹1,000 கோடி மட்டுமே பங்களித்து வந்த நிலையில், இப்போது கூடுதலாக ₹4,000 கோடிக்கும் மேற்பட்ட சுமை தமிழ்நாட்டின் தோள்களில் ஏற்றப்பட்டுள்ளது.

தமிழ்நாடு நாட்டிற்கு அதிக வரி செலுத்தும் மாநிலங்களில் ஒன்றாக இருக்கிறது. ஆனால் தமிழ்நாட்டின் வரிப்பணத்தை வாங்கிக் கொண்டு, திரும்ப வழங்க வேண்டிய நிதியைக் குறைத்து, அதற்கும் மாநிலத்திடமே அதிக பங்களிப்பு கோருவது எந்த வகையான கூட்டாட்சித் தத்துவம்?

மொழிக் கொள்கையில் பாரபட்சம்.
கல்வி நிதியில் பாரபட்சம்.
வெள்ள நிவாரணத்தில் பாரபட்சம்.
தேசிய திட்ட ஒதுக்கீடுகளில் பாரபட்சம்.
இப்போது ஊரக வேலை உறுதித் திட்ட நிதியிலும் பாரபட்சம்.

தமிழ்நாட்டில் பாஜக ஒரு சட்டமன்றத் தொகுதியில் மட்டுமே வெற்றி பெற்ற பிறகும், தமிழ்நாட்டு மக்களின் உணர்வுகளையும் உரிமைகளையும் மதிக்க வேண்டும் என்ற பாடத்தை மோடி அரசு இன்னும் கற்றுக்கொள்ளவில்லை போல் தெரிகிறது.

மத்திய அமைச்சர் சிவராஜ் சிங் சவுகான் @ChouhanShivraj எவ்வளவு விளக்கங்கள் கொடுத்தாலும், உண்மை எண்கள் வேறு கதையைச் சொல்கின்றன. தமிழ்நாட்டிற்கு வழங்கப்படும் நிதி குறைக்கப்படுகிறது; அதே நேரத்தில் மாநிலத்தின் மீது நிதிச் சுமை அதிகரிக்கப்படுகிறது.

இது வளர்ச்சிக்கான அரசியல் அல்ல.
இது கூட்டாட்சிக்கான அரசியல் அல்ல.
இது தமிழ்நாட்டை தண்டிக்கும் அரசியல்.

தமிழ்நாட்டு மக்கள் அனைத்தையும் கவனித்துக் கொண்டிருக்கிறார்கள். ஒரு சட்டமன்ற உறுப்பினரை மட்டுமே தேர்ந்தெடுத்த மக்கள், தமிழ்நாட்டின் உரிமைகளை பறிக்கும் அரசியலுக்கு எதிராக என்ன தீர்ப்பு வழங்குவார்கள் என்பதை 2029 தேர்தல் மீண்டும் நிரூபிக்கும்.

தமிழ்நாடு தனது உரிமைகளை விட்டுக்கொடுக்காது.

The Government of India has introduced a scheme called the Urban Challenge Fund (UCF). The Tamil Nadu Government has already tasked officials with utilising these funds. The funds will be released for each project, subject to review and audit.

The Tamil Nadu Government’s planned outlay for urban development is Rs. 1,50,000 crores over the next five years. Under the UCF framework, the state is eligible to receive a 25% contribution from the Centre.

Consequently, around Rs. 30,000 crores is expected from the Centre to support these urban development projects.

Media reports indicate that the state administration has already started working with the Centre on this initiative.
