A 33-year-old man who allegedly tortured a kitten to death earlier this month in San Francisco was formally charged with multiple felonies, District Attorney Brooke Jenkins announced Friday.

After being booked into jail, the suspect was released “essentially immediately,” Jenkins said, and remains out of custody. According to the district attorney, his release stems from a recent California Supreme Court ruling that limits detention to cases involving violence against humans, not animals.

1/ Receiving restitution is an essential component to victims of crime being made whole after a crime is committed. Victims of crime should be the priority before any other government fine or fee or debt is paid by the offender.
