I highly commend the participation of the President of the Federal Republic of Somalia, H.E. Dr. Hassan Sheikh Mohamud, in the General Debate of the 81st Session of the United Nations General Assembly, which began today in New York City, United States of America.

The President’s participation provides Somalia with an important opportunity to present to the international community the progress it has achieved in security, politics, economic development and state-building. It also serves as a vital platform for strengthening diplomatic relations, expanding international cooperation and promoting investment opportunities in our country.

The President deserves recognition and praise for his efforts to ensure that Somalia’s voice is heard with dignity on international platforms and that the nation’s interests and the aspirations of the Somali people are represented at the highest level.

Somalia’s participation in this gathering carries particular significance, as our country is serving as a non-permanent member of the United Nations Security Council for the 2025–2026 term. This further strengthens Somalia’s diplomatic standing and enhances its role in advancing international peace and security.

The President’s bilateral meetings with world leaders and international delegations are also important for strengthening cooperation, attracting investment and securing support for Somalia’s national development plans.

I commend the President of the Federal Republic of Somalia, H.E. Dr. Hassan Sheikh Mohamud, for his leadership and continued efforts to elevate Somalia’s name, international standing and reputation.

We hope that the President’s address to the United Nations General Assembly will clearly communicate the achievements, priorities and aspirations of the Somali people.

Today, Somalia stands before the world with a strong voice, growing capabilities and a clear national vision.

A CALL TO PROTECT ANIMAL RIGHTS

The Somali people, particularly those who use donkey- and horse-drawn carts, are urged to respect the rights of animals and treat them with compassion and care. Animals are living beings that experience exhaustion, pain, and hunger. Therefore, they must not be forced to carry loads beyond their capacity, beaten, or subjected to cruel treatment.

The Ministry of Livestock, the Ministry of Environment and Wildlife, the Ministry of Justice, and local government authorities are also called upon to monitor this matter seriously, conduct continuous public-awareness campaigns, and take legal action against anyone who violates the rights of donkeys, horses, and other working animals.

Animals cannot speak, but they can feel pain. Compassion is a sign of humanity—let us protect their rights. 🐴🤲🏼

Today, I chaired the weekly meeting of the House of the People’s Standing Committee, where we focused on accelerating consideration of bills currently before the Committees and approved the agenda for the House’s 7th week of sittings.

Ambassador Alper Aktaş has published his farewell message from Mogadishu, ahead of taking up his new post in Skopje. As someone who has followed Türkiye–Somalia relations closely for many years, I would like to add a few words.

His tenure, which began in March 2024, coincided with one of the most consequential chapters in the relationship between the two countries. A partnership that was already close became broader and more strategic. Cooperation deepened across defence and security, maritime affairs, energy, fisheries, infrastructure and technology, and even extended to space.

The Defence and Economic Cooperation Framework Agreement opened a new stage. Maritime cooperation grew, including Türkiye's support for Somalia in protecting its territorial waters. Energy became a new field altogether: the two countries signed agreements on offshore oil and gas exploration, and Oruç Reis undertook its first intercontinental mission, completing 3D seismic surveys in three offshore blocks.

Beyond the bilateral track, when tensions between Somalia and Ethiopia escalated into a serious regional crisis, the Ankara Process brought the two leaders together and produced the Ankara Declaration, reaffirming respect for sovereignty and territorial integrity while opening a path to dialogue.
He was Türkiye's ambassador on the ground while all of this unfolded. But what stays with me is that his diplomacy was not confined to agreements and ceremonies.

In his farewell message, he speaks of the first Ramadan in years observed in Mogadishu in peace and of his own children attending school alongside Somali children. Those were not passing remarks. When Mogadishu was being described from abroad as a city on the edge, he walked its streets and broke his fast among Somalis with his family beside him. At a time when some Western missions still managed their Somalia presence from Nairobi, he brought his family to Mogadishu and lived there as he asked others to.

It is one thing for a diplomat to say he trusts the country to which he is accredited. It is another to show that trust through daily life. There was, in his approach, something of the old frontier spirit, being present on the ground, knowing the terrain, and taking responsibility rather than observing from a distance.

Throughout, he defended Somalia's unity and territorial integrity while advancing Türkiye's interests, guided, as he puts it, by the principle that a fairer world is possible.

The agreements and projects will be remembered. But diplomacy also rests on trust, and trust is built by showing up, understanding the country, and sharing its hard days. Alper Aktaş understood this well.

As the two countries mark sixty years of diplomatic relations, he leaves Mogadishu having represented Türkiye during a transformative period, not from a distance but from the ground. I wish him every success in Skopje. @diploalperaktas
