@_bim2_ yes. in 2015, there were at least 2 instances when 12 was the quorum number. Also in the Avelino vs Cuenco case in 1947, the SC upheld the the quorum of 12 since there were only 23 Senators that can be compelled to vote, the 24th was outside the jurisdiction of the country
@UnbowedVP Nope, there is clear precedent -- members who are in jail are dropped from the roll (Enrile, Revilla, Estrada, DeLima, Trillanes). Plus, simple majority of Senators present on the floor can vote to vacate Committee chairmanship and elect new Chairs.
