Međusektorska radna grupa Nacionalnog konventa o Evropskoj uniji za praćenje sprovođenja Reformske agende Republike Srbije, objavila je Prvi nezavisni izveštaj o sprovođenju Reformske agende Republike Srbije.
Ključni nalazi:
Od 34 reformska koraka čiji rokovi za realizaciju su dospeli do 31.12.2025. godine, a koje je Međusektorska radna grupa nezavisno ocenila, samo 6 je ostvareno zaključno sa 32.03.2026. godine, dok preostalih 28 nisu ostvareni. To je stopa ispunjenosti od 18%.
Ostvareni koraci se gotovo u celosti odnose na tehničku transpoziciju propisa ili kvantitativne pokazatelje, ali nijedan ne odražava suštinski reformski pomak u oblastima vladavine prava, medija ili pravosuđa.
Reformska agenda je uslovna — da bi Srbija dobijala sredstva iz Instrumenta za reforme i rast (ukupno 1,586 milijardi evra), mora da ispunjava preduslove i opšte uslove. MRG nalazi da preduslov o demokratskim mehanizmima i vladavini prava nije ispunjen. To je pogoršanje u odnosu na početnu ocenu Evropske komisije iz sledećih razloga:
- Eskalacija odgovora države na protestni pokret nakon tragedije na železničkoj stanici u Novom Sadu, o čemu postoje dokumentovani obrasci prekomerne upotrebe policijske sile i zlostavljanja pritvorenih studenata i građana
- Organizovano nasilje i sistematske nepravilnosti na lokalnim izborima 29. marta 2026.
- Usvajanje izmena pravosudnog zakonodavstva u januaru 2026. kojima je smanjena nezavisnost specijalizovanih tužilačkih organa.
- Kontinuirano pogoršanje slobode medija i bezbednosti novinara.

“I proposed that we now begin a process within the EU involving a strategy for bringing Ukraine closer to the EU,” German chancellor Friedrich Merz stated today after meeting other EU heads of state and government. Explaining that while “an immediate accession of Ukraine to the EU is, of course, not possible,” the goal remains “full membership.”
Merz said there is “a need for intermediate steps to get there.”
This would include:
First: “closer integration into the European institutions, for example through participation in European councils, in the European Parliament, or in the Commission without voting rights”
Second: “the gradual integration of Ukraine into policy areas depending on the progress of reforms”
The aim would be to “accelerate the accession negotiations as a bridge towards later full membership.”
Merz said he had discussed this several times over the past few days with President Volodymyr Zelenskyy and that he “received a great deal of support for my proposals from my colleagues in the European Council.”
He added that the discussion also concerned “the Western Balkan states, which have likewise been waiting for a clear signal for a long time, indeed even longer, regarding what we can offer them with respect to membership in the EU.” He concluded that “this process, too, should now be accelerated.”
At the inaugural session of the National Assembly, the European Union flag will also be returned to the facade of Parliament, alongside the Hungarian and Székely flags.
Montenegro’s place inside the EU is now taking shape.
Today, Member States decided to start drafting Montenegro’s EU Accession Treaty.
This is a major step on the path to EU membership, a clear recognition of Montenegro’s progress, and an encouragement to accelerate reforms.
It also offers a chance to draw lessons from past enlargements and include new and stronger safeguards in future accession treaties to prevent backsliding on the rule of law and fundamental values.
