🇺🇦 🇷🇺 Ukraine sent Russia an offer, transmitted through a third party, suggesting both sides halt attacks on civilian targets in the Black Sea, amid mounting strikes on vessels and ports raising fears over global food supplies. Kyiv is still waiting for a response, per a source familiar with the matter.

Russia's Deputy Foreign Minister Alexander Grushko said before the report emerged that Moscow had received no formal ceasefire proposal: "We have been hearing many calls for various kinds of moratoriums and truces... but we have not received any formal proposals."

The stakes are concrete. Shipowners largely stopped calling at Odesa-region ports in late July after Russian strikes on dozens of vessels, forcing Ukraine onto alternative routes.

Russia, in turn, had to suspend operations at all three terminals of its own Black Sea port of Novorossiysk this week after a Ukrainian attack.

Turkey separately urged both sides Sunday to declare a moratorium on Black Sea attacks. The result: Ukrainian grain exports have fallen 76% year-on-year so far in August, with the agricultural sector warning of severe economic consequences if the current blockade persists.

This directly echoes the UN- and Turkey-brokered grain deal that kept exports flowing after 2022's invasion, which Russia refused to renew in 2023, after which Ukraine built the alternate sea corridor now itself under threat. Euronext wheat prices pared gains after the Reuters report, coming off a two-week high.
