What is the logic of not granting refunds thru ITR-U ?

If you can take Tax thru ITR-U then you ought to refund taxes thru ITR-U also.

अगर मैं पैसे लेने का हकदार हु तो पैसे लौटने का भी दायित्व मेरा है ।

You should charge a late fees for late filling or revising ITR but you should not eliminate the whole refund.

Correct me if I am wrong !!
