Yes. Find old retired coppers to come back and restore it. Use them like businesses use consultants: review everyone's record, make them interview to keep their jobs. If you can't find enough of them, bring in some Americans or Germans to help retrain. And give them all guns: the age of the bobby has passed. Modern Britain is too dangerous. That system relied on an orderly, high-trust society which respected the law and institutions.
"1st edition" refers to *Advanced* D&D 1st edition. It wasn't called 1st edition at the time, it was just called Advanced D&D. It came to be called 1st edition when 2nd edition *Advanced* Dungeons & Dragons came out. Regular or "Basic" D&D was considered the same edition from the sets in your picture through the Rules Cyclopedia. When WotC bought it and published their version, they unified the two under the label "3rd edition".
