● رغم احتلال ملف العدوان الاسرائيلي على غزة سقف الاهتمام الإعلامي والأجندة الدولية، إلا أنه لا زالت الأزمة السودانية تمثل تحديًا كبيرًا يتطلب جهودًا دولية مشتركة للتوصل إلى حل سلمي ومستدام، وفي هذا السياق أوفدت الولايات المتحدة الأمريكية طاقماً جديدًا لدفع ملف إنهاء الحرب في السودان، حيث يلعب السفير دانيال روبنشتاين ومعاونيه دورًا مهمًا كمبعوث للإدارة الأمريكية في منبر جدة لمفاوضات وقف إطلاق النار التي ستبدأ الخميس ٢٦ أكتوبر ٢٠٢٣م.

● يُعرف السفير روبنشتاين بخبرته الواسعة في الشؤون الدولية والشرق الأوسط، وقد قضى ما يزيد عن ثلاثة عقود في الخارجية الأمريكية جلها في المنطقة الأفريقية والعربية، ينطلق من أولويات صريحة ومعلنة دائما في خطاباته البراغماتية، وهي أمن الأمريكيين في الخارج، ومراقبة البيئة الأمنية المحيطة، كما عمل أيضًا على تطوير العلاقات والأعمال الأمريكية في المنطقة.

● يمتلك السفير روبنشتاين خبرة واسعة في العمل الدبلوماسي السياسي وتصورات أمنية كتب عنها، وله علاقات وطيدة مع قيادات الحزب الديمقراطي السابقة والحالية، أوثقها كانت ولا زالت مع الرئيس السابق باراك أوباما، ويعتبر تعيينه كمبعوث لمفاوضات وقف إطلاق النار في السودان خطوة مهمة وترفيع للتمثيل الدبلوماسي الأمريكي قد تضغط نحو حل الأزمة.

● ولأن الأزمة السودانية تتطلب حلاً شاملاً متكاملاً يشمل جميع الأطراف ويخاطب جذور الأزمة السودانية، هنا لا بد أن يلعب السفير روبنشتاين دورًا حاسمًا في تسهيل حوار بناء، وإيجاد حلول للقضايا العالقة التي عجز عنها سلفه، واستنادًا إلى معرفته الواسعة بالمنطقة، وطبيعة الصراع وأمزجة المتصارعين، يُتوقع أن يكون لديه نظرة متوازنة للصراع والقدرة على الوصول إلى تفاهمات دبلوماسية تقود لوقف إطلاق النار وتمهد لعملية سياسية شاملة.

● في رأيي يعد السفير روبنشتاين مؤهلاً لهذا الدور بسبب معرفته الواسعة بالشرق الأوسط وخبرته في التعامل مع النزاعات والحروب وما يترتب عليها من جرائم وعمليات وأنشطة إرهابية، ومن الدبلوماسيين القلائل الملمين بالقضايا الدولية الحساسة، ومن المتوقع أن يعمل على تشجيع الأطراف المعنية على التفاوض وتبادل الحوارات والتفاهمات لتحقيق وقف إطلاق النار المستدام في السودان، وينشط مع آخرين في تنفيذ الخطة الأمنية الأمريكية الجديدة في المنطقة وهي إعادة بناء المنظومة المعلوماتية وتصفير مناطق النزاع.

● كما أن السفير روبنشتاين يعد جزءًا من جهود دولية أوسع لتعزيز الاستقرار والتنمية في السودان، وأحد عناصر الاستراتيحية الأمريكية الجديدة تجاه الشرق الأوسط وشمال إفريقيا، ولذلك يمكن أن يعمل على رفع مستوى التعاون الاقتصادي والاستثمار في البلاد وإزالة آثار الحرب، مما يسهل الفرص الاقتصادية ويخفف من الصراعات القائمة ويحد من حدة الفقر.

● ختاماً: فهم ومعرفة كيفية عمل السفير وتتبع أنشطته وأسلوبه وطريقة تفكيره ربما سيساعدنا أن نجعل دور السفير روبنشتاين المرتبط بمفاوضات وقف إطلاق النار في السودان محوريًا للتوصل إلى حل سلمي ومستدام، وذلك بحثه أن يعمل جاهدًا على تشجيع الحوار والتفاهمات بين الأطراف المتنازعة، يتطلب هذا الأمر الصبر والأناة والمثابرة، وهو الدور الذي يتوقع أن يقوم به بكفاءة وتفانٍ مع شركائه الإقليميين والدوليين.

● الكريمات والكرام من أهل البلد الكريم: أرفق لكم هذا الجهد المتواضع وهو رحلة نصف عام من الحرب في السودان والتي قضت تمامها اليوم ١٥ أكتوبر/ تشرين ٢٠٢٣م، سائلا الله أن يجعلها شهادة مكتوبة غير مكتومة، وألا يميتني وكلمة الحق مخبوءة في صدري بل مقروءة على لساني، أصدح بها أمام كل جائر متكبر كذاب لا يؤمن بيوم الحساب، وأرجو أن يتقبل الله صوابي فيها ويتجاوز عن لممي وخطاياي التي تجاوزتها، ويجزل ثوابي يوم حسابي، وأن يرحم كل أبناء السودان الذين قضوا نحبهم في هذه الحرب اللعينة وأن يجمع شملنا وشعث أمتنا النازحة اللاجئة المهجرة المتغربة على صفاء ويقين في كنف رحمة رب العالمين.
