It’s not about them being “enforceable by law”, it’s about the fact that there are no strong enough organized constituencies to push and hold candidates’ feet to the fire and defend those agendas. Right now the pathway to power is ethnic blocs, so politicians are only accountable to ethnic kingpins. To change that accountability structure, we need to organise huge masses of people to hold the line on some key demands.
