On the #TilengaProject, #TotalEnergiesEPUganda, together with its JV partners, reached a significant milestone earlier this year, drilling over 200 wells out of the planned 420+.

I am deeply grateful for the confidence you have reposed in me and for the opportunity to serve our beloved nation at a defining moment in its transformation journey.
Your Excellency’s enduring commitment to science, technology, innovation, and knowledge-driven development has fundamentally reshaped Uganda’s development trajectory. Long before technological advancement became a global imperative, you recognized its strategic significance as a catalyst for national sovereignty, industrialization, wealth creation, and socio-economic transformation. Your foresight has inspired a generation of innovators, researchers, engineers, entrepreneurs, and young Ugandans to believe that the future can indeed be designed, engineered, and built by Ugandans themselves.
As I assume this responsibility, I do so with a clear appreciation of the magnitude of the task before us. The future of nations will increasingly be determined by their capacity to generate knowledge, harness emerging technologies, accelerate innovation ecosystems, strengthen research and development, and translate scientific discoveries into tangible solutions for their people. Uganda must not merely participate in this future; Uganda must help shape it.
I therefore pledge my utmost dedication to advancing Your Excellency’s vision of a scientifically empowered, technologically competitive, innovation-driven, and industrialized Uganda. In his address, our General Manager, @PhilippeGroueix, highlighted the #TilengaProject’s strong execution momentum, emphasizing the Company's clear focus on achieving start‑up readiness this year. He also outlined the project’s legacy, underscoring its role in creating 13,000 jobs, generating over USD 771 million in spend on Ugandan goods and services, strengthening local enterprises through the @IECUganda, and building a skilled Ugandan workforce capable of sustaining operations well beyond first oil.

April 24th, 2026, H.E. President Yoweri Museveni commissions the Yaobiai Clinker & Cement Factory in Moroto, a $300M powerhouse and the largest of its kind in East Africa. The vision behind this milestone began in 2015 with a bold Presidential ban on the export of unprocessed minerals. This wasn't just policy; it was Economic Decolonization. By stopping the "hemorrhage" of raw iron ore, gold, and uranium, Uganda rejected the colonial pact of being a mere "pit of raw materials."
By closing the loop in Moroto, we are operating on a massive scale, producing 12,000 tonnes of clinker daily, amounting to 4.3M tonnes annually. This move eliminates a staggering $300M annual import bill for clinker from the Middle East and Europe, while simultaneously slashing cement production costs by $30–$50 per tonne. This cost-saving is the fuel for a national infrastructure boom, positioning Uganda as a regional giant ready to dominate the AfCFTA market of 1.3 billion people.
This is the Science of Destiny, where chemistry meets sovereignty. Under the Mining and Minerals Act 2022, value addition is now a legal mandate, making this facility a 21st-century laboratory powered by STEM, precision engineering, and the President’s focus on technical skilling. The bottom line is clear: the furnace in Moroto is a message to the world that Africa must process what it produces. We are no longer eating the grain before the harvest; we are building the granary.

Uganda is officially moving forward with its massive $4 billion oil refinery, a project set to reshape the country’s entire energy future.
The refinery will slash Uganda’s dependence on imported fuel while tapping into its 6.5 billion barrels of oil in place with up to 2.2 billion barrels recoverable.
Once completed, it will:
- Process 60,000 barrels per day
- Power local industries
- Boost national revenue
- Support new pipelines, storage hubs, and water infrastructure
For the first time ever, Uganda is on track to flip from importing fuel to exporting refined petroleum.
Production is projected to kick off around mid-2026.
