The Department of Employment and Labour plans to impose a fine of up to R100,000 per worker on entities found to be employing illegal migrants. The department also plans to employ 10,000 labour inspectors to ensure compliance with the country's laws. Deputy Minister Jomo Sibiya says that only 2,300 are currently performing the task.

The Gauteng Department of Social Development has introduced a clause prohibiting non-profit organisations from using provincial funding to pay non-South African employees. A 49-year-old Zimbabwean national was arrested in the Moletlane policing area, Limpopo, after police intercepted a truck transporting illicit tobacco worth an estimated R1.5 million.
The operation was carried out by the Provincial Tracking Team, assisted by Tshimollo Security and Investigations, following intelligence about a white Nissan truck travelling from Zimbabwe to Gauteng.
The vehicle was stopped on the R518 road, where officers discovered 333 master boxes of Hookar tobacco.
Further investigations revealed that the suspect was in South Africa illegally.
Police seized the truck, valued at R800,000, along with the illicit tobacco, bringing the total value of the confiscated items to R2.3 million.
The suspect is expected to appear in the Zebediela Periodical Court on 8 June 2026 on charges relating to the Customs and Excise Act and the Immigration Act.
