🚨🏦IQD RV: THE STATE COUNCIL DRAFTED ITS RESPONSE ON THE KURDISTAN REGIONS NON-OIL REVENUES

The Iraqi Council of Ministers has drafted a draft response to the Kurdistan Region's non-oil revenues.

"The Iraqi Council of Ministers discussed the advice sent by the Iraqi Council of Ministers on the non-oil revenues of the Kurdistan Region," a source in Baghdad told Rudaw on Thursday.

"The draft response of the state council has been prepared and is scheduled to be officially submitted to the Iraqi Council of Ministers next week," the source said on condition of anonymity.

On September 9, 2025, the Iraqi Council of Ministers decided to seek the opinion of the State Council on a legal dispute between Erbil and Baghdad over non-oil revenues and their rates.

The Kurdistan Region had proposed to hand over 50 percent of the revenue from fees and taxes of federal institutions and border crossings to Baghdad, based on the Iraqi Financial Administration Law, but the Federal Ministry of Finance demands 100 percent of fees and 50 percent of most other revenues.

"The legal interpretation of the draft response of the State Council is related to Article 29 of the Financial Administration Law and Article 21 of the 2023 General Budget Law and explains whether the provisions related to the transfer of non-oil revenues include the Kurdistan Region.

Agreement on the amount of non-oil revenue handed over is one of the obstacles to a final agreement on the remittance of salaries for July and beyond.

According to the law of the State Council, the council will be responsible for legal advice on issues raised by higher stakeholders, including the presidency of the Council of Ministers, the presidency and parliament, but if the issue is related to resolving a dispute; Between ministries and other institutions not attached to a ministry, the opinion of the State Council shall be binding.
