The FBI’s campaign against the Black freedom movement is one of the most important and often misunderstood chapters of American history. Under J. Edgar Hoover, the FBI treated many Black activists, organizers, and political groups as threats to national security, particularly during the rise of Black Power in the 1960s and 1970s. Through COINTELPRO, a covert FBI program that targeted political organizations, the bureau conducted surveillance, infiltrated groups, spread misinformation, and worked to disrupt movements it considered dangerous.

The targets included figures and organizations with very different beliefs and strategies. Martin Luther King Jr. was monitored by the FBI, while Malcolm X, the Black Panther Party, Angela Davis, and other activists also came under intense government scrutiny. Hoover was particularly determined to undermine the Black Panther Party, which combined community organizing with demands for racial justice, political power, and economic equality. The FBI’s campaign went beyond simply watching these movements. In some cases, informants and agents were used to create internal conflict, damage relationships, and weaken organizations from within.

One of the most disturbing examples was the FBI’s targeting of Fred Hampton, a young Black Panther leader in Chicago. Hampton was killed during a police raid in December 1969 after an FBI informant had provided authorities with information about the layout of his apartment. Later investigations and court proceedings revealed the extent of the FBI’s involvement and its efforts to disrupt the Panthers. These events show why understanding this history requires more than simply remembering the names of famous activists. It also means examining the institutions that attempted to control, divide, and suppress movements demanding racial and economic change.
