@GlennF No, not strange I would say. Polite. "Darf ich den Hund streicheln?" Could replace "den Hund" with "ihn" or "sie" if you can tell what it is. Wouldn't say it's peculiar to talk to a Berliner, but just be prepared that they might not answer.
