In a harsh reality check during the FY 2025 DepEd budget hearing, it was confirmed that the Department of Education (DepEd) under Vice President Sara Duterte failed to deliver nearly ₱9 BILLION worth of laptops and e-learning equipment in 2023.
🔥 Rep. Gerville "Jinky Bitrics" Luistro put DepEd's ICT Director Ferdinand Pitagan on the spot, questioning how such a colossal failure could occur. "Why request ₱11 BILLION for 2023 if you're prioritizing 2022 funds?" Luistro demanded, emphasizing the dire need for these resources in her district, where the cries for computers and laptops are deafening.
With a sharp eye for detail and a deep understanding of the educational challenges in her own district of Batangas, her questioning was both pointed and personal. She brought to light the glaring gaps in the department’s performance, demanding answers as to why these essential resources have remained undelivered while students and teachers continue to struggle.
In a manifestation in front of the budget panel, Cong. Luistro expressed her frustration that the delays in delivering laptops and ICT materials are a key reason why the Philippines continues to rank so low in the PISA scores.
But this isn't just a 2023 problem—the gaps and underperformance stretch back even further. The previous @DepEd_PH leadership left a trail of unfulfilled promises and missed opportunities, failing to upgrade our educational infrastructure when it mattered most. As Secretary Sonny Angara steps into the role, he inherits an agency hamstrung by inefficiencies and a lack of foresight that have long plagued DepEd’s operations.
👩💻 Alarming Ratios: Pitagan revealed that the current student-to-computer ratio is a dismal 1:9, and the teacher-to-computer ratio is an even more alarming 1:30. How can we expect our education system to succeed when our e-learning infrastructure is stuck in the past?
📚 Falling Behind: The consequences of these failures are devastating. The Philippines has consistently ranked near the bottom in global education assessments like PISA, where we came in 76th in Reading, 76th in Mathematics, and 79th in Science out of over 80 countries in 2023.
⚠️ A Legacy of Neglect: The underperformance is the main highlight with Sara Duterte’s DepEd. The previous leadership failed to address these critical gaps, leaving Angara with an uphill battle to modernize an outdated system. The 2023 COA report reveals a dismal budget utilization rate of just 50.07% for the DepEd Computerization Program (DCP), with zero accomplishments for the year—a stark indicator of the department's operational failures.
We hope to ask the Vice President: Is this really the future of education we want for our children? If so, it certainly isn’t reflected in how DepEd has been running. The budget was there, the teachers desperately needed the equipment, yet we’ve left them disappointed and waiting.
The clock is ticking—it’s time to break this cycle of neglect. Secretary Angara has his work cut out for him.
