हाल सञ्चारमन्त्री जगदीश खरेलले इमेज च्यानलमा स्थापित गरेको कार्यक्रम ‘हट सिट’ मा प्रहरी महानिरीक्षक चन्द्र कुबेर खापुङ्गले दिएका केही जवाफ - नेपाली समाज, मिडिया, राजनैतिक दल , न्यायालय र सरकारका लागि मौलिक र चुनौतीपूर्ण थिए। मौलिक यस अर्थमा किनभने नेपाली समाज र मिडियामा राज्य र जनस्तरबाट हुने आन्दोलन र प्रतिरोध तथा राजको बल प्रयोग र हिंसा बारे खुलस्त बहस बिरलै भएको छ।

एक ठांउमा महानिरीक्षक खापुङले प्रतिप्रश्न गरे – ‘केही दिनअघि भएको आन्दोलन नेपालको अन्तिम आन्दोलन होइन। भविष्यमा पनि आन्दोलन हुनेछन्। राज्यका महत्वपूर्ण संरचनाभित्र आन्दोलनकारी पस्न थाले, प्रहरीले के गर्ने? भोलि चुनावको मतपेटिका कसैले खोस्न आए, गोली चलाउने कि नचलाउने? नचलाए मतपेटिका सुरक्षा गर्न नसकेको अपराधमा प्रहरी कठघरामा उभिनुपर्छ। गोली चलाए पनि प्रहरी जाँचबुझ आयोगमा कठघरामा उभिनुपर्छ। तपाईं नै भन्नुस्, हामी के गर्ने? राज्यले प्रहरीलाई बन्दुक किन दिएको हो?’

महानिरीक्षक खापुङको प्रतिप्रश्न सुनेर, युवा कार्यक्रम सञ्चालक अवाक भएको देखिए। म पनि सोच्न बाध्य भए। दुई महिनाका लागि प्रहरी महानिरीक्षक भएका खापुङग दुई दिनपछि सेवाबाट रिटायर हुँदै छन्।

प्रहरी महानिरीक्षक खापुङगले टेलिभिजनमा उठाउनुभएको बन्दुक र बल प्रयोग सम्बन्धी सवाललाई निर्मम ओठे जवाफ फर्काउन नसकिने होइन। सजिलै सकिन्छ। तर त्यसले समस्याको दीर्घकालीन समाधान ल्याउँदैन।

पदबाट जाँदैजाँदै खापुङगले हामीलाई एक नयाँ कोणबाट बहसको थालनी गर्न प्रेरित गरेका छन्। किनभने खापुङगकै शब्दमा केही समयअघि भएको जेन्जी आन्दोलन नेपालको अन्तिम आन्दोलन होइन .....
आइजीपी खापुङ साब, तपाईंको कार्यकाल अब दुई दिन बाँकी छ क्यारे।
म तपाईंलाई र गृहमन्त्री ओमप्रकाश अर्यालजी र आउनेवाला नयाँ आइजीपीलाई अनुरोध गर्छु – अधिकतम बल प्रयोग गर्ने स्थिति आए, घुँडा मुनी गोली हान्ने विशेष तालिम तत्काल सुरु गर्नुस्।

जोसँग जति शक्ति हुन्छ, उसको जिम्मेबारी पनि त्यही अनुपातमा धेरै हुन्छ। यो कुरा प्रहरीको हकमा मात्र लागु हुँदैन। सबै क्षेत्रमा लागु हुन्छ। आजको नेपालमा कयौं कलम बोक्ने तर चलाउन नजान्ने पत्रकार छन्। न्यायाधीशको कुर्सीमा बस्ने तर न्याय दिन नसक्ने न्यायाधीश छन्।

यसो भनी रहँदा, हामीले सबैभन्दा ठूलो कुरा कदापि बिर्सनु हुँदैन – २३ गते साँझ गोली चलेर त्यतिका मानिसको ज्यान जाँदा पनि केही नभएको झैं गर्ने, स्थितिको संवेदनशीलता ठ्याम्मै नबुझ्ने राजनीतिक नेतृत्व पनि यसै देशमा थियो।

बीपी कोइरालाले धेरै वर्ष अघि भनेका थिए – ‘Nepal still has not become a nation state in true sense.’ अर्थात्, साँचो अर्थमा नेपाल अझै एक राष्ट्रिय राज्य बनेको छैन। बीपीको भनाइको मर्म बुझ्न समाज त्यस बखत तयार थिएन। आज सायद अलि बढी तयार छ कि?
जेनजी आन्दोलनले हामी सबैलाई ऐना देखाएको छ ....

#Nepal: We are shocked by the killings and injury of protesters today and urge a prompt and transparent investigation.

We have received several deeply worrying allegations of unnecessary or disproportionate use of force by security forces during protests organized by youth groups demonstrating against corruption and the recent Government ban on social media platforms.

We call on the authorities to respect and ensure the rights of peaceful assembly and freedom of expression.

All security forces must comply with the basic principles on the use of force and firearms by law enforcement officials.

Nepal enjoys a lively democracy and active civic space, and dialogue is the best means to address young people’s concerns.  We urge reconsideration of measures to regulate social media to ensure they comply with Nepal’s human rights obligations.

@WFP provided logistics support to all humanitarian agencies. The Kathmandu Humanitarian Staging Area, which was just a month old then, enabled us to reach 2M+ people with emergency food & nutrition within 6 weeks.
