OUTRAGEOUS. A New Yorker took this video during rush hour showing a carriage driver forcing a horse with passengers directly into Times Square gridlock chaos at Broadway & 47th St. - one of the most congested, chaotic traffic zones in New York City and the country, filled with frightening stimuli for horses.
This comes just one week after yet another violent carriage horse incident, yet carriage drivers are still forcing horses and the public into more danger in the middle of Midtown chaos.
This violates the law and is another example of the carriage industry's complete disregard for the welfare of the horses, public safety, and traffic laws.
The City Council must fast track and pass #RydersLaw to finally get these horses out of harm's way and transition workers to safer modern jobs.

Rather than risk animal welfare violations, UMass Chan Medical School allegedly destroyed the evidence, the emaciated dogs imprisoned in its lab, before state inspectors could arrive.
PETA alerted the Massachusetts Department of Public Health after evidence showed dogs were allegedly starved to keep them small for cramped cages. A whistleblower now reports UMass Chan has acquired four more dogs for invasive experiments.

A woman allowed her dog to starve to death in pain and alone in one of the worst cases of its kind an experienced RSPCA officer has ever seen
It is thought that Areo the spaniel suffered in agony after he went without food for three or four months before dying. Areo would of had to drink his own urine to keep from dehydrating - at which point the owner simply covered the body with a jacket and left it rotting on the floor.
Jessica Edwards has been sent to prison for 26 weeks and been banned for life from keeping animals after being convicted of animal welfare offences.
Swansea Magistrates Court heard that police and RSPCA officers attended a property in Neath on December 5 last year, and were allowed in by the defendant.
On entry the officers were immediately met with a "foul" smell.
The court heard that underneath a hi-vis jacket on the floor of the kitchen the officers found the body of an emaciated spaniel dog
The body was crawling with maggots and flies
In a witness statement read to the court, RSPCA deputy chief inspector Gemma Cooper, said: "All of his bones were visible. I do not believe I have ever seen such a skinny dog in nearly 15 years as an RSPCA inspector."
The court heard that the body was seized by police so that the RSPCA could continue the investigation
The following day the body was examined by a vet. The dog's body condition was rated one out of nine, with four or five out of nine being classed as "normal".
In a statement the vet said: "There was almost no muscle mass left on this body, being one of the worst body conditions I have seen.
"There were a large number of flies with the body and maggots in various body openings particularly on the underneath.
"To become emaciated to this level, assuming he was at normal weight initially, would take about three months on water only with no food at all suffering from severe hunger during that whole period."
Jessica Catherine Louise Edwards, aged 28, of Fairyland, Neath, denied any wrongdoing but was convicted at trial of causing unnecessary suffering to an animal and of failing to ensure that the needs of an animal were met.
She was sentenced to 26 weeks in prison comprising 26 weeks for each offence to run concurrently.
The defendant will serve up to half the sentence in custody before being released on licence to serve the remainder in the community.
Edwards was also banned for life from keeping any animal.

California's Skid Row has been hiding a dirty secret as countless dogs are starved, drugged and denied medical care while officials reportedly turn a blind eye.
Animal advocates say the situation has worsened in recent years, with pregnant dogs giving birth on the streets, others tied up in the sun, crammed into tiny cages, beaten and even subjected to drugs.
Joey Tuccio, an animal rescuer with the nonprofit Starts With One Today, told the Daily Mail: 'There are hundreds of dogs on Skid Row.
'This has been happening for 10 years. We get no support from Los Angeles leaders, and the last time dozens of animal rescuers spoke at City Hall, nearly all council members walked out.'
According to advocates with Starts With One Today, dogs are often bred illegally and traded for money, sexual favors or drugs.
'We recently reported an unhinged animal abuser on Skid Row who thinks she's in the Illuminati,' Tuccio said.
