🦗 A PARASITE CALLED CDA 🦗

The CDA (Controller of Defence Accounts) - An organisation that was created to serve the defence forces, has grown into a termite that eats into the house under which it lives. It has perfected the art of keeping the women and men in uniform on their toes, while remaining blissfully unaccountable itself.
There are countless tales of the service personnel tormented by the attitude of the auditors in CDA. While our brave Jawans, Sailors and Air Warriors guard the nation’s land, seas and skies, they must now also guard their pay-slips against unaudited pay fixations, delayed entitlements and vintage recoveries from pay and pension due to them. The latest masterpiece in this series is the recovery orders of about 5500 settled claims of 2009-21 vintage amounting to approximately ₹ 20 Crores.
And the reason? Apparently, a data loss in the CDA’s server at Visakhapatnam.
So, all these claims duly processed and settled as far back as a decade and a half ago have suddenly been tagged as “outstanding advance” today - not because the individual did not prefer the claim, but because the system apparently lost its own data. The CDA, instead of fixing the accountability for the data loss, has once again put the onus on our brave soldiers to prove that they indeed preferred the claim against advance drawn by them for valid reasons like LTC, Temporary Duty etc. Yes, a few years ago, CDA had pulled the same stunt with the Navy where it red-flagged around 12000 such cases dating as far back as 20 years.
I must say, that’s an extraordinary model of accountability: the system loses the data, the soldier loses his money!!
I fail to understand, if the CDA has the data of advances drawn, how could it have lost the data of settled claims?
So, my dear fellow citizens, apparently, the enemy beyond the border isn’t the only threat a soldier must watch. Sometimes, it is his own support system -where a database failure can magically transform into a recovery from his hard-earned pay or pension years later.
And remember, they get paid from the taxes we pay.

On my Jaipur–Gurgaon drive yesterday, only 15–20% of trucks/mahindra pickups driver followed their assigned lanes. Most were driving in the 120 km/h and overtaking lanes.

Even after dipper and horn signals, they didn’t shift lanes (happened more than 20+ times).

Requesting strict challans and enforcement before accidents increase. 🚨

It is astonishing & deplorable to see how some prominent TV media channels kept broadcasting fake & unverified news throughout the news purely for sensationalism & TRPs.

It is also shocking because this was done at a time when India is facing an armed attack by the enemy & the entire nation is in a state of anxiety.

The Govt of India as well our Armed Forces have been constantly appealing against sharing of unverified news. Despite that, TV channels chose to broadcast fake unverified “breaking news updates” which led to an unnecessary burden on our Armed Forces to constantly issue clarifications while they’re busy protecting our nation.

Some channels even shamelessly branded a victim of Pakistani shelling in Poonch as a “terrorist”.

Incidentally, a few days ago, the Parliament Standing Committee on Communications & IT (of which I’m a Member) conducted a hearing with major media stakeholders on the issue of “fake news.” It seems that despite all their assurances to Parliament, certain TV channels chose the path of sensationalism last night in complete disregard towards public interest & national security.

My office is in the process of issuing notices to the said TV channels calling for a clarification on this under extant regulatory provisions. Meanwhile, this issue will also be flagged to the Parliament Committee for its consideration & examination.

At this sensitive hour, it is the DUTY of every Indian to stand with our Armed Forces & to behave in a responsible manner.

TV channels that are trying to make profits through sensationalism & exploiting an attack by the enemy on our nation, especially when our brave Armed Forces are fighting for us, is UNACCEPTABLE & must face serious action.

IC 814 - Breakdown

If you watch 5 hours of content, and at the end of it, you can't remember the four terrorists by their real names - then that's a creative choice that the storyteller is making. He wants you to remember Doctor, Burger, Shankar and Bhola. Sure, those were their code names but who they were for real is more important.

Osama Bin Laden was famous for being a gracious host who gave food and tea to foreign journalists who interviewed him. That's not the lasting memory you have about Osama Bin Laden, do you? He was a terrorist who sent planes into the Twin Towers - period.

Did you find out anything about the worldview of the characters in IC 814? What did the terrorists think of India? About Kashmir? About Hindus? About the West? About 9/11? About the war on terror? About Islam? That again is a creative choice of character development being made.

For casual viewers who don't follow current events closely (which is most people), the director wants to leave you with the memory of the hijackers being people who did hijack the plane but they also gave them food, let them go to the toilet, also let them play antakshari, and they were also "kind" in certain moments.

This is textbook humanising of villains - which is fine in fictional storytelling, but these were real life terrorists and there were 200 odd lives on the line. Both Pakistan and Taliban have been given the benefit of doubt in the narrative, as actors who wanted to 'solve' the issue, and not as blackmailers who had India by the balls.

Notice how the Indian officers were all short, fat, bumbling idiots who didn't have a grip on anything (fine if that's the POV - to show our failure) but notice how suave, young, dashing the Taliban leaders and hijackers were. Please go and look at what they looked like in real life. This, again, is a creative choice that the storyteller is making. Visually establish terrorists as 'cool' and officers as 'idiots'.

If films like Kabir Singh and Animal are irresponsible for their "point of view" and "storytelling choices" they are making, then IC 814 is the Animal of the crime-thriller genre.
