Detectives from the DCI Nairobi Regional Office have arrested Ally Ahmed Ally, an advocate, over the alleged theft of Sh49.4 million entrusted to him for the purchase of a parcel of land in Nairobi.

The suspect, who practises under the firm of Rasheed Rage and Nassir Advocates, was arrested within Kilimani Sub-County for the offence of Stealing by Agent, contrary to Section 283(b) of the Penal Code.

Investigations established that the complainant entrusted the suspect with Sh49,400,500 on diverse dates between 16th November 2023 and 3rd January 2024 to facilitate the purchase of the land.

However, instead of applying the funds for the intended transaction, the suspect allegedly diverted the money and unlawfully converted it to his own use.

Ahmed is currently in lawful custody, undergoing processing pending arraignment.

The National Criminal Investigations Academy (NCIA) today officially launched the Counter-Trafficking in Persons (TIP) Standard Operating Procedures (SOPs) Training Programme, with the Academy Commandant, Mr. Ibrahim Jillo, presiding over the opening ceremony.

The training, facilitated by CIVIPOL, brought together participants from the Directorate of Criminal Investigations (DCI) and the Office of the Director of Public Prosecutions (ODPP), further strengthening inter-agency collaboration in the fight against human trafficking.

In his opening remarks, Mr. Jillo underscored that trafficking in persons remains a serious threat to human dignity, national security, and global stability, emphasizing the need for stronger partnerships and harmonized operational responses to combat the crime effectively.

“This vice remains one of the most serious forms of transnational organized crime and a grave violation of human rights. It exploits the most vulnerable members of our society while undermining national security. Addressing this crime demands a coordinated, victim-centred, and multi-agency approach,” he said.

Mr. Jillo noted that the Standard Operating Procedures have been developed to provide clear operational guidance to officers involved in the prevention, detection, investigation, prosecution, and overall response to trafficking in persons cases.

He observed that the SOPs will promote professionalism, consistency, accountability, and seamless coordination among all agencies mandated to combat the crime.

The Commandant further encouraged the Border Management and Migration (BMM) Programme and CIVIPOL to leverage the well-established mechanisms and extensive global capabilities of INTERPOL, noting that its worldwide network remains a vital asset in disrupting trafficking syndicates and enhancing cross-border cooperation.

On his part, Mr. Marco Bufo, the CIVIPOL Regional Coordinator, reaffirmed CIVIPOL’s commitment to supporting Kenya’s efforts to combat human trafficking through strengthened institutional capacity, enhanced inter-agency cooperation, and the effective implementation of the Standard Operating Procedures.

He noted that harmonized operational approaches are essential to improving investigations, protecting victims, and strengthening the criminal justice response to trafficking in persons.

Mr. Jillo further expressed appreciation on behalf of the Director DCI, to all stakeholders and development partners whose commitment and collaboration made both the development of the Standard Operating Procedures and the successful organization of the training programme possible.

The opening ceremony brought together representatives from the DCI, CIVIPOL, and other key stakeholders, reaffirming their shared commitment to strengthening Kenya’s institutional capacity and advancing a coordinated response to human trafficking.

*Ethnic profiling has no place in our country!*

Indeed, the preamble of our Constitution celebrates and recognizes our ethnic diversity as the people of Kenya.

Suffice it to say, Article 12 of the Constitution which is in the Bill of Rights espouses in black and white the right of every citizen to a Kenyan passport and identification documents regardless of their ethnicity.

That a media house could therefore go on a rampage, without hesitation, to profile Kenyans only of Somali origin who are constitutionally entitled to be issued with registration documents just like all other Kenyans, is nothing short of ethnic profiling and targeted discrimination against the Somali community based purely on ethnicity.

I call out the media house for unprofessionalism, dishonesty and bias. The "investigative" news item was nothing short of attempts at targeting and discriminating the Somalis by casting aspersions on their citizenship. This has NO place in our Constitution!

The National Social Security Fund has issued what it calls a Public Statement: Clarification on the Status of @NSSF_ke Contributions. COFEK has subjected it to legal scrutiny. The verdict is unambiguous: it clarifies nothing — and in fact deepens the confusion it purports to resolve.

The Fund makes three key claims. First, that the NSSF Act 2013 is “still in force” on account of the Court of Appeal judgment of 3rd February 2023. Second, that issues pending determination “do not in any way affect contribution rates.”
Third, that contributions remain at the “year four (4) cycle in accordance with the Third Schedule.”

Each of these claims is either misleading, legally imprecise, or outright contradicted by the court record.
