In my experience, this just means he allows the car to do things it shouldn't do and that should be reported to Tesla.
Just this morning FSD 14.2.2 stopped on a merge lane waiting for one car that was over 500 feet away (45 MPH speed limit). Luckily nobody hit us. I took over and merged into the empty travel lane with plenty of merge left. FSD probably would have eventually merged, but the condition was unsafe. Then there is the speed regulation. 14.1 had it just about right. 14.2, not so much. If FSD won't go the speed limit on a tangent section of two lane roadway under normal conditions, that should be reported to Tesla, which I do. Stops at stop signs are still messed up. FSD breaks the law at most of the stop signs on my route, and I disengage and report this to Tesla. There is still a lot of hesitation to change lanes while giving turn signals for 3/4 of a mile with nothing coming. So again, I report it to tesla. When Standard mode gets stuck behind a car that has slowed to 55 in a 65 and all the other cars have passed, I disengage and report to Tesla.
Are we going to crash into a monumental fire ball in any of these instances. Probably not. Are they the way a sentient, safe, and experienced driver would drive. NO. Could I just let them go without disengaging FSD and reporting to Tesla. I could, but that wouldn't help solve any of the problems.

In North Carolina, the relevant statute is G.S. 20-158(b)(5), which specifies where a driver must stop at a stop sign:
When a stop sign requires a vehicle to stop at an intersection, the driver shall stop:
(i) at an appropriately marked stop line, or if none,
(ii) before entering a marked crosswalk, or if none,
(iii) before entering the intersection at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway.
This means the vehicle must stop at the location that provides visibility of cross traffic, not necessarily right at the sign if it's set back. Stopping early and then creeping forward without a full stop at the proper visibility point may not comply with the law.
My 2025 Model Y on FSD 14.2.1.25 constantly does this and I've been reporting it to Tesla.
