The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, this morning officially opened closed-door consultation bringing together the Special Representatives, High Representatives and Permanent Representatives of the Chairperson.

The closed door meeting precedes the 17th High-Level Retreat of the Chairperson on the Promotion of Peace, Security and Stability in Africa in #Libreville.

In his opening remarks, the Chairperson @ymahmoudali underscored that Africa must never remain an object of international relations, but rather a strategic actor shaping solutions to both continental and global crises.

He noted that, in a world increasingly characterised by geopolitical fragmentation, strategic competition and a weakening of multilateralism, the African Union’s political presence in the field and within multilateral fora has become a strategic imperative.

The Chairperson further called for stronger regional strategic frameworks, enhanced preventive diplomacy, closer engagement with the AU Peace and Security Council, and greater coordination of African diplomacy in key capitals and multilateral centres where the AU maintains representation, including Brussels, Geneva, New York, Beijing and Cairo.

He reaffirmed that, despite prevailing financial constraints, the African Union remains firmly committed to advancing peace, stability and the Silencing the Guns initiative, while ensuring that Africa speaks with one strong and united voice on the global stage.

The three-day Retreat will also feature the participation of the AU Panel of the Wise, as well as a dedicated session with the representatives of the Secretary-General of the United Nations working on Africa.

Earlier today, I had the privilege of moderating the foundational Plenary Session at the Chairperson’s 1⃣7⃣th High-Level Retreat, in #Libreville, 🇬🇦.

Panelists were Former Presidents: H.E. Olusegun Obasanjo🇳🇬, H.E. @UhuruKE 🇰🇪, H.E. Mokgweetsi Masisi 🇧🇼, H.E. Domitien Ndayizeye 🇧🇮, H.E. Sahle-Work Zewde 🇪🇹, & Former Prime Minister H.E. Patrice Trovoada 🇸🇹.

The High-Level Panel shared perspectives on the state of #Ceasefire, #NationalDialogue and #Reconciliation in Africa. The Panelists engaged on the complexity of the recurring cycle of ceasefire agreements and the lessons learned from past and ongoing peace processes. The former Heads of State jointly agreed that addressing the root causes of conflict is requisite to achieving inclusive mediation, effective dialogue and post-conflict reconciliation.

At the initiative of the Chairperson of the African Union (AU) Commission, H.E. Mahmoud Ali Youssouf, the Chairperson of the AU Panel of the Wise, H.E. Domitien Ndayizeye, arrived in Antananarivo on Friday, November 7, 2025, to lead the AU High-Level Delegation deployed in accordance with the decisions adopted by the AU Peace and Security Council (PSC) at its 1305th and 1306th meetings, held on October 13 and 15, 2025, respectively, to consider the situation in Madagascar.

The Head of the AU Delegation was warmly welcomed at Ivato International Airport by H.E. Madam Christine Razanamahasoa, Minister of Foreign Affairs of the Republic of Madagascar. The two officials had a brief exchange marked by fraternity and candor. H.E. Ndayizeye, accompanied by Professor Babacar Kante, member of the Panel of Wise, and H.E.M. Mohamed Idriss Farah, AU Special Envoy for Madagascar, held two exchange meetings respectively with the group of African Ambassadors, and Ambassadors of other partner countries accredited to Antananarivo, focused on the ways and means to be deployed to support the Republic of #Madagascar in successfully completing its transition through a consensual and inclusive political process.

L’Ambassadeur @NyaruhiriraD, Chef de la Mission électorale de la #Francophonie à l’occasion de l’élection présidentielle du 28 décembre en #Guinée, a échangé le vendredi 26 décembre avec S.E.M. @NdayizeyeDom, Chef de la Mission électorale de l’UA en Guinée et, par ailleurs, Envoyé spécial de la Secrétaire générale de la Francophonie pour Haïti.

Ils ont essentiellement échangé sur le processus électoral en cours en Guinée, en encourageant notamment la tenue d’un scrutin libre et apaisé dimanche prochain.

Continuant sa mission d'évaluation et d'écoute, la Délégation de Haut Niveau de l'UA conduite par S.E.M. Dominitien Ndayizeye a eu l'honneur d'être reçue, le samedi 8 novembre 2025, respectivement par S.E.M. le Colonel Michael Randrianirina, Président de la Refondation de la République de Madagascar, S.E.M.Herintsalama Rajaonarivelo, Premier Ministre, et S.E.Madame RAZANAMAHASOA Christine, Ministre des Affaires Étrangères. Les rencontres se sont déroulées dans une excellente atmosphère. Ces échanges ont permis aux deux parties de partager leurs points de vue se rapportant à la situation qui prévaut actuellement en République de Madagascar. Un accent particulier a été mis sur la nécessité de maintenir un dialogue franc et constructif entre l'UA et les autorités malgaches, en vue de les accompagner dans leurs efforts visant à surmonter cette situation politique, à faciliter une réconciliation nationale et à répondre aux aspirations politiques et socio-économiques légitimes du Peuple Malagasy.

Le Chef de la délégation de l'UA a salué l'ouverture des hautes autorites du pays au dialogue et leur l'attachement à l’Union africaine et aux valeurs de la Charte africaine de la démocratie, des élections et de la gouvernance, tout en reiterant l'engagement de l'organisation continentale à soutenir et accompagner le peuple et les autorités Malagasy dans leur quête de paix, de stabilité et de justice.

L’Afrique a aujourd’hui besoin de dirigeants qui font progresser leur peuple, et non leurs fortunes ou leur longévité au pouvoir. Le leadership doit se mesurer au service, au renforcement des institutions et au transfert pacifique du pouvoir, non à l’enrichissement ou au règne sans fin. Nous devons être brutalement honnêtes avec nous même, se dire les quatre vérités, pour bâtir la confiance et une paix durable.

C’est pourquoi j’ai appelé à une piste africaine unifiée de médiation: cohérente, coordonnée et portée par nous. Ce n’est qu’ainsi que nous pourrons protéger notre souveraineté, réduire les ingérences extérieures et construire une paix durable pour notre continent. @AUC_PAPS @_AfricanUnion

Les 21 et 22 octobre, j’ai participé à la 16e Retraite de haut niveau du Président de la Commission de l' @_AfricanUnion sur la paix, la sécurité et la stabilité en Afrique, à Assouan 🇪🇬, sous le thème « Repenser la médiation de l’UA – Consolider le leadership et l’appropriation africains. »
Dans mon intervention plénière sur « Naviguer dans un paysage sécuritaire complexe – L’avenir des processus de paix dirigés par l’Afrique ��, j’ai partagé mes réflexions sur la nécessité pour l’Afrique de tracer sa propre voie en matière de paix.

J’ai souligné que l’Afrique, bien que diverse, doit trouver sa voie à travers l’unité et le courage. Notre continent a besoin de dirigeants de bonne volonté qui respectent leurs engagements envers nos citoyens et qui placent le peuple avant le pouvoir. @AUC_PAPS

J’ai rappelé l’héritage de Nyerere & Mandela. Mwalimu Nyerere, en tant que médiateur dans le conflit burundais, nous a montré que la persistance et l’honnêteté comptent. Même lorsque la communauté internationale s’impatientait, il a insisté pour que les Burundais eux-mêmes s’assoient, se disent la vérité et s’approprient leurs solutions. Son approche a jeté les bases de l’Accord d’Arusha, prouvant que la paix n’est durable que lorsqu’elle est endogène.

Trop souvent, nous sollicitons de l’aide, puis nous nous plaignons d’être laissés seuls lorsqu’elle n’aboutit pas. La leçon est claire : le soutien extérieur peut ouvrir des portes, mais seuls les Africains peuvent les franchir. Le patriotisme signifie honnêteté, responsabilité et amour du pays au-delà des gains personnels. Cet esprit doit nous guider. @AUC_PAPS @_AfricanUnion

🧭 SESSION 1: Navigating a complex security Landscape – the future of African-led peace processes. Objective: Define a "Coordinated African Track" for peace.

The Panel stressed the need for African-led solutions to African conflicts. Defense spending globally increased by 9.4% to $2.007 trillion, with Africa's share less than 2%. It highlighted the role of traditional institutions and the African Union's agility in addressing new threats.
The discussion underscores the need for strategic coherence, leadership, and meaningful participation of women and youth. The African Union's credibility and legitimacy are crucial for peace sustainability, and the conversation stresses the necessity of financing and political will for peace support operations.
The high-level panel also called for transformative and impactful mediation efforts to achieve lasting peace. The future of peace in Africa is seen as dependent on strong African institutions and the choice of dialogue over violence.

To the People and Government of the Republic of Kenya, and to the Family of the late Rt. Hon. Raila Amolo Odinga,

It is with profound respect and deep sorrow that I extend my heartfelt condolences following the passing of one of Africa’s most steadfast sons.

Raila Odinga’s journey was not only the story of Kenya—it was also a chapter in the unfinished book of Africa’s democratic awakening. His voice carried the weight of conviction, his sacrifices reminded us that freedom is never given but earned, and his vision stretched beyond borders, inspiring generations across our continent.

At this moment of mourning, Kenya grieves a statesman, a father, and a compatriot. Africa grieves a conscience. Yet in our grief, we also inherit his courage: the courage to speak truth, to endure trials, and to believe that justice, however delayed, remains worth pursuing.

To his family, I offer prayers of strength. To the people of Kenya, I offer solidarity. To the Government of Kenya, I offer on my behalf and my own capacity as a member of the A.U. Panel of the Wise, assurance that I stand with you in honoring his legacy.
