Comrade Mugumya Sam's second Habeaus corpus application is coming up again on 7th October, let the army this time round cooperate with court and bring him to be formally charged.
This is all we are seeking.
A PLEA TO OUR RUKUNGIRI LEADERS Hon Gen @jkmuhwezi and Hon. Gen. @Tumukunde_ : JUSTICE FOR SAM MUGUMYA. [“Let justice roll on like a river, righteousness like a never-failing stream!” — Amos 5:24]
Dear Hon. Gen. @jkmuhwezi and Hon. Gen. @Tumukunde_, I respect you as senior sons of Rukungiri and leaders who have served this Government and our Rukungiri district for many years in various capacities.
First and foremost this is to let you know that on 7th October 2026, the High Court of Uganda will yet again listen to another Habeas Corpus Application in respect of production Sam Mugumya before Courts of Law HOWEVER we now all know who is holding him, why should the High Court first Order for his production when he should be produced before Court as a matter of Law?
Therefore this is to respectfully appeal to you to use your good offices and influence to help Sam Mugumya access justice before the Courts of Law incase he committed any offences for which he was arrested.
If Sam is suspected to have committed any offences, let him be produced before a competent court, charge him and let the law take its course. If there is no lawful basis for his continued detention, then he should be unconditionally released to his family.
Sam has spent more than a year in detention in contravention of the Laws of Uganda without being brought before a court for a fair trial and this raises serious questions of due process, personal liberty and the rule of law in our country.
In the 2026 elections both of you used your mobilisation skills and moblised support for President Museveni in Rukungiri District and he received 77.18% of the presidential vote. That support should strengthen, rather than weaken, the expectation that the Government will protect the rights and dignity of the sons and daughters of Rukungiri District.
This request isn't about political affiliation. It is about the respect for Uganda's Constitution, Rule of Law and defence of Sam Mugumya's Constitutional rights as a suspect.
Abanya Rukungiri do not ask for special treatment. We ask for justice for our sons and daughters.
Justice must not depend on who one is, whom one supports, or where one comes from. Justice is the the least minimum a citizen of Uganda is entitled to as a matter of right. A right to be brought before a Court for a fair hearing is non-derogable.

Abductions, illegal detentions, torture, and violations of the law should be condemned by everyone regardless of political affiliation.
