If you abandon aboveground forms of struggle, and pursue solely others, you are going to either be isolated, surrounded, captured and destroyed, or become a marginal, irrelevant sect, because you have not built a mass base. If you do the other way around, and only use aboveground forms, you basically become a useless appendage of the ruling class, or a loyal opposition that eventually is swallowed by one wing or the other, because you have thrown yourself on the mercy of the bourgeoisie, who will never peacefully give you power. History shows this. You need both, working in harmony.
