It was my honour to address the Land Tenure Implementation Committee’s High-Level Stakeholder Breakfast this morning at Hyatt Regency, Harare, on Advancing Land Tenure Reform: Title Deeds, Bankability and Agricultural Investment.
Land is one of our most strategic assets. It anchors food security, rural livelihoods, agro-industrialisation, exports and wealth creation. The thrust of the Second Republic is to move from access to land, to full, productive and sustainable utilisation. Secure, bankable, registrable and transferable title deeds are central to that shift.
The Title Deeds Programme is anchored in NDS2 and Vision 2030. Through this reform we will unlock up to USD 20 billion in hidden value, strengthen investment confidence, and enable farmers to access patient capital for irrigation, mechanisation and value addition. A trusted digital cadastre, clear mortgage and succession rules, and efficient dispute resolution will make the system work.
For bankability to be real, a deed must sit with viable farm enterprises, credible valuations, and enabling infrastructure. Government will therefore link titled farms to irrigation, energy, roads, extension, insurance and markets. We will also ensure women, youth and families are protected through joint registration and affordable access, while guarding against speculation and multiple farm ownership.
As Government, we are committed to a blended funding model; the Budget will fund core public systems, banks will finance productive agriculture, and the private sector will deliver services. Success will be measured by investment mobilised, jobs created, productivity gains and inclusion.
