After the withdrawal of the Finance Bill 2024 & the resulting revenue shortfall of Kshs. 344 billion, President @Williamsruto has assented to the Supplementary Appropriation (No.2) Bill which includes adjustments to reduce expenditures while maintaining essential services in agriculture, health & education, including remuneration enhancements for security officers.

1. Total Reductions:
- Kshs. 145 billion (Kshs. 40 billion recurrent, Kshs. 105 billion development).

2. Specific Reductions:
- Executive: Kshs. 139.81 billion
- Parliament: Kshs. 3.7 billion
- Judiciary: Kshs. 2.1 billion
- State House/Deputy President: Kshs. 6 billion
- National Treasury: Kshs. 7 billion
- Medical services projects: Kshs. 6.9 billion
- Road and transport projects: Kshs. 17.3 billion

Key Allocations:

Agriculture:
- Fertilizer subsidy: Kshs. 7.5 billion
- Coffee Cherry Fund: Kshs. 3 billion
- Debt waiver for coffee farmers: Kshs. 2 billion
- Milk coolers: Kshs. 2 billion
- Milk price stabilization: Kshs. 1.5 billion
- Support to sugar farmers: Kshs. 0.7 billion

Education:
- JSS intern teachers confirmation: Kshs. 18.7 billion
- HELB: Kshs. 31.3 billion
- University Funding Board scholarships: Kshs. 17 billion

Health:
- Medical internship program: Kshs. 3.7 billion
- Primary healthcare fund: Kshs. 4 billion
- Community Health Volunteers allowances/equipment: Kshs. 4.5 billion

Security:

Remuneration enhancement for security officers: Kshs. 3.5 billion inline with the recommendations of the Report of the National Taskforce on Police Reforms.
