Public servants are not eligible to contest in Local Council elections unless they have lawfully vacated public office.

The Ministry of Local Government reminds all public servants—including teachers, health workers, administrative staff, extension workers and other government employees—that they must resign from public service at least 30 days before nomination if they wish to contest for any Local Council position, as required under Section 129(5) of the Local Governments Act.

Public officers are required to remain politically neutral while in office. Any participation in partisan political activities, including contesting for elective political office without first resigning, is contrary to the law.

The Ministry will work closely with the Electoral Commission and other relevant authorities to ensure full compliance and calls upon all Ugandans to participate peacefully in the ongoing Local Council elections.

What @MoLGUganda has revealed points to acute negligence in the performance of government duties by not only the implementing personnel but also the oversight units, including the #MPs, office of the @Presidency_Ug, responsible for RCCs & RDCs; the monitoring and evaluation units; DHOs; DEOs; and the CAOs. It's unlikely that a school inflated the number of students without the DEO's knowledge, or that a Health Centre has ghost workers not sanctioned by the DHO. The problem is on a grand scale.

The office of the Auditor General @OAG_Uganda needs a special audit with punitive measures, with one purpose: to cleanse it of the top weeds. What is found in these districts doesn't correspond with the existing audit reports! One would be right to say we have forged/fake district audit reports.

I commend the people of Kayunga for courageously exposing corruption in the District Service Commission. It is estimated that fake jobs worth approximately UGX 840 million were sold through the Commission Secretary.

For the past two weeks, many members of the public have been calling and providing valuable information. I also extend my sincere appreciation to the State House Anti-Corruption Unit for taking swift action. Several individuals have already recorded statements as investigations continue.

We must work together to clean up our local government offices at every level. Public jobs are a trust, not a commodity for sale. Corruption has no place in public service, and anyone found responsible should be held accountable in accordance with the law.

On friday , I spent most of the day in Mbale City inspecting various government schools and other key public infrastructure.

I was disappointed to find that some government-aided schools are still charging students school fees despite the clear Presidential directive prohibiting such charges.

Accompanied by local leaders and security chiefs, we directed the immediate suspension of all unauthorized school fee collections. No student should be denied access to education because of illegal charges.

The Government of Uganda already provides substantial funding to these schools. For example, Mbale Nkoma Secondary School receives over UGX 1.2 billion annually, while Mbale High School also receives slightly over UGX 1 billion each year to support its operations.

Charging tuition in government-aided schools is prohibited. Every Ugandan child deserves the opportunity to access free education in government schools. Only approved external examination fees may be charged where applicable, while meal fees remain optional.

Let us all work together to eliminate corruption at every level. Every shilling meant for our children’s education must serve its intended purpose. Together, we can build a transparent, accountable, and people-centred local government that delivers quality services to every Ugandan.

I don't know about you, but Fred Byamukama’s early interventions at the Ministry of Works and Transport have made me look back at Gen. Katumba Wamala’s tenure with fresh concern.

The new minister’s public urgency, inspections, deadlines and willingness to confront stalled projects and institutional failures have exposed just how quiet, cautious and diplomatic the previous leadership often appeared while serious problems accumulated.

That is why Katumba’s move to the Ministry of Public Service worries me even more.

Public Service is not a ceremonial ministry. It sits at the heart of government efficiency, discipline, productivity, staffing, accountability and service delivery across ministries, departments, agencies and local governments. When Public Service underperforms, the entire state underperforms.

Uganda does not need a sleeping giant there. It needs a reformer with urgency, firmness and the courage to confront entrenched inefficiency, absenteeism, weak supervision, poor performance and bureaucratic complacency.

Katumba is experienced, respected and measured. But those qualities must now translate into visible reform and measurable results. Diplomacy alone will not fix a public service system that many citizens already experience as slow, unresponsive and detached.

His new assignment may prove whether he was merely constrained at Works—or simply too comfortable with institutional failure.
