Theo, I'm not following your argument. Both can be true at the same time.

You can have equal rights (check what that means) and still choose who you wish to associate with.

That said, a cultural enclave is just that. It's a place where your culture is practised and preserved. Different cultures do the same.

And few resources are as fundamental as water. Water underpins agriculture, energy production, transport corridors, industrial output, urban resilience and trade logistics.

When water levels fall, rivers become harder to navigate, ports lose efficiency, power systems come under pressure, and supply chains become more expensive and less predictable.
