Finding: Revenue diverted through an undisclosed account.

Equity Bank statements for eCitizen collection accounts show two transfers of KSH 6,327,289,597 in connection with an undisclosed account named "pesaflow", which was never among the collection accounts approved by the National Treasury. The full amount irregularly collected through it could not be established — the bank statement for the account was never provided for audit.

Finding: Ksh 127.8 million was moved out of the government paybill to private entities.

Let that sink in.

All collections into Paybill 222222 were to sweep automatically to the KCB settlement account. On 25 January 2024, four transactions totaling Ksh 127,850,950 went instead from the paybill to private entities.

Private entities!

No approval or supporting documentation was provided for audit — a breach of Article 201 of the Constitution.

These two examples constitute KSH 6.5 billion in theft of public funds.
