Most of us have to fight against heavy budget consumption processes and habits, linked to people who are definitely not familiar with potential ROI from being open source oriented.
In any case, a lot of devs don't wait for a global policy to contribute!

On the perfs, it's related to the way devs consider it, and the way they less care about CPU & RAM usage.
K8S makes it even more easier to spawn more mirrors of their code without optimization of it
