We purposely designed NeoEngine's governance specifically to prevent whale capture. Governance uses quadratic voting to cap influence, so large token holders gain diminishing voting power rather than linear control.

In addition, critical protocol decisions rely on identity-based voting via on-chain SBTs, not token weight alone. There are no VC allocations or insider governance privileges, and governance actions that harm the network trigger on-chain penalties. Capital can participate, but never dominate.
